Robinhood Padilla nais gawing legal ang paggamit ng medical marijuana
ISINUSULONG ni Sen. Robinhood Padilla ang legal nang paggamit ng marijuana o cannabis bilang “compassionate alternative means of medical treatment” sa bansa.
Ayon sa panukalang ipinasa ng actor-politician na Senate Bill 230 o “Medical Cannabis Compassionate Access Act of the Philippines” ay nilalayon nito na pahintulutan ang paggamit ng cannabis (capsules at oil at hindi ang raw cannabis) para gamutin ang mga kwalipikadong pasyente na may “debilitating medical conditions or symptoms”.
“The State should, by way of exception, allow the use of cannabis for compassionate purposes to promote the health and well-being of citizens proven to be in dire need of such while at the same time providing the strictest regulations to ensure that abuses for casual use or profiteering be avoided,” saad ni Sen. Robinhood sa explanatory note ng kaniyang ipinasang biil.
Ang mga itinuturing na “debilitating medical conditions” ay cancer, glaucoma, multiple sclerosis, epilepsy, human immunodeficiency virus (HIV) o acquired immune deficiency syndrome (AIDS, rheumatoid arthritis o mga kagayang sakit na chronic autoimmune inflammatory disorders, at mga karamdamang kinakailangan ng hospice care.
Kasama rin dito ang severe nausea, mood disorders gaya ng severe anxiety, panic attacks, bipolar disorder, depression, post-traumatic stress disorder, at social anxiety disorder; maging ang pabalik-balik na migraine headaches ay kasali sa listahan.
Itinatalaga rin nito ang Department of Health (DOH) bilang principal regulatory agency na magtatatag ng Medical Cannabis Compassionate Centers sa mga public tertiary hospitals.
Magkakaroon rin ang DOH ng Prescription Monitoring System maging ng electronic database ng registered medical cannabis patients at kanilang mga doktor.
Ang Food and Drug Administration (FDA) naman ang magtr-test ng mga mga medical cannabis products habang ang Dangerous Drugs Board at Philippine Drug Enforcement Agency naman ang magmo-monitor at magre-regulate ng medical cannabis.
