PBBM hindi bet maging ‘culinary capital’ ang Pampanga, panukala na-veto

IBINASURA ni Pangulong Bongbong Marcos ang panukalang batas na naglalayong ideklara ang Pampanga bilang “Culinary Capital of the Philippines.”

Sa kanyang veto message noong March 12, ipinaliwanag ng pangulo na maaari itong magdulot ng “negative cultural implications, discrimination, regional bias, and loss of diversity.”

Sey niya, “I look forward to more beneficial legislation that would highlight our unique culture without sacrificing our diversity.”

Para sa mga hindi aware, ang nasabing panukala ay pumasa sa huling pagbasa noong nakaraang taon.

Maliban sa nasabing titulo, inaatasan din nito ang Department of Tourism na i-promote ang native dishes at delicacies ng probinsya.

Ilan sa mga pangunahing may-akda ng panukala ay sina Senador Lito Lapid, dating Pangulong Gloria Macapagal-Arroyo, House Senior Deputy Speaker Aurelio Gonzales Jr., Pampanga 4th District Rep. Anna York Bondoc, at Pampanga 1st District Rep. Carmelo Lazatin II.

Ito ay ipinadala sa Malacañang noong February 11 para pirmahan ni Pangulong Bongbong, ngunit ito ay na-veto.

Sa ilalim ng Konstitusyon, maaaring i-veto ng presidente ang isang panukalang batas sa loob ng 30 araw matapos itong matanggap.

Bagama’t kinilala ng pangulo ang malaking kontribusyon ng Pampanga sa kasaysayan ng lutuing Pilipino, binanggit niya ang kawalan ng sapat na pag-aaral o makasaysayang batayan sa pagbibigay ng titulong ito.

“This is consistent with the policy of the government to conserve, promote, and popularize the nation’s historical and cultural heritage and resources, as well as artistic creations,” sey niya.

Paliwanag ng chief executive, “However, while I recognize the noble intention of the authors, I cannot ignore the concerns regarding the declaration’s lack of historical basis, the absence of a thorough study that shows key performance indicators for such designation, and the possibility that the bill may offend sensibilities in other provinces that are equally proud of their culinary contributions.”

Samantala, March last year, inaprubahan ng provincial government ang isang ordinansa na nagtatakda sa lalawigan bilang “Culinary Capital.”

Nakasaad diyan ang matagal nang pagkilala sa Pampanga bilang tahanan ng mahuhusay na chef, mula sa mga nagluto para sa Malolos Congress noong 1898 hanggang sa mga naghanda ng pagkain para sa 30th Southeast Asian Games noong 2019.
