INIREKOMENDA ng Commission on Audit sa Land Transportation Office na sampahan ng kaso ang mga opisyal na responsable kaya hindi napakikinabangan ang P437.991 milyong halaga ng motor vehicle emission testing equipment nito.
“The Motor Vehicle Inspection System facility of the LTO costing P437,991,781 remained mostly unproductive due to poor planning,” saad ng 2017 Audit report.
Noong 2008-2009 bumili na umano ng mg MVIS equipment na nagkakahalaga ng P209.4 milyon kahit hindi pa gawa ang mga gusali na paglalagyan nito. Mayroon din umanong problema sa interconnectivity ng Motor Vehicle Registration System.
“The project’s objectives of improved air quality and reduced traffic accidents were not achieved, thereby depriving road users of grater vehicle reliability and reduced running costs and resulting in lost income and wastage of government funds expended for the project caused by the non-utilization of the MVIS equipment to date.”
Ang MVIS project ay inilungsad noong 2008 upang magkaroon ng sistematikong paraan ng pagsusuri sa mga sasakyan.
Ang pondo nito ay sinisingil sa mga nagpaparehistro ng sasakyan.
Ayon sa COA ang mga testing center sa National Capital Region ay may mga depektibong MVIS equipment at hindi fully operational ang mga inspection lanes. Sa Ilocos region, Cagayan Valley, Central Luzon, Calabarzon, Western Visayas, Central Visayas, Davao region, at Soccsksargen ay hindi operational ang mga ito.
“Management commented that LTO leadership understands the need to use the MVIS project so as not to put to waste the money spent for the project hence the LTO has already started its evaluation and revival of all the MVIS projects nationwide.”
