bayani fernando Pinakakasuhan ni Ombudsman Conchita Carpio Morales si dating Metropolitan Manila Development Authority chairman at ngayon ay Marikina Rep. Bayani Fernando kaugnay ng anomalya umanong paggamit ng pondo ng Metro Manila Film Festival mula 2003 hanggang 2009.      Labing tatlong kaso ng paglabag sa Anti-Graft and Corrupt Practices Act ang isasampa laban kay Fernando.      Kasama niya sa kaso sina dating MMDA Assistant General Manager Edenison Fainsan, Director Leonila Querijero, Consultant Rolando Josef, Chief Revenue Officer Cleofe Ablog at General Manager Robert Nacianceno.      Si Fernando ay nagsilbing chairman ng MMDA mula Hunyo 2002 hanggang Disyembre 2009.    Guilty naman ang hatol ng Ombudsman sa kasong Grace Misconduct laban kay Fainsan at Querijero at ang parusang iginawad sa kanila ay pagsibak sa serbisyo. Bawal na rin silang humawak ng posisyon sa gobyerno at kanselado na ang matatanggap nilang retirement benefits.      Kung wala na sila sa puwesto, ang kanilang parusa ay multa na kasing halaga ng isang taon nilang suweldo.      Sa isinagawang special audit ng Commission on Audit may nakita silang kuwestyunable sa paggamit ng pondo ng MMFF gaya ng P1.6 milyong birthday cash gift kay Fernando, P11.8 milyong gastos sa cultural projects, P10.8 milyong cash incentives sa chairman at miyembro ng Executive Committee ng MMFF.      Wala umanong official receipt na ibinigay ang mga local government unit na pinagbigyan umano ng cultural projects, at walang aprubadong payroll para sa cash incentives.      “Respondents’ conspiratorial act of authorizing and approving the irregular payments and expenditures depleted the funds of the MMFF thereby causing it undue injury.”
