KINASUHAN ng graft ang isang mayor ng Biliran dahil sa umano’y maanomalyang pagbili ng P283,335.15 halaga ng gamot na hindi dumaan sa bidding.
Sa isang pahayag, sinabi ni Ombudsman Conchita Carpio Morales na may sapat na ebidensiya na sampahan si Caibiran municipal mayor Eulalio Maderazo ng graft dahil sa paglabag sa section 3(e) ng Anti-Graft and Corrupt Practices Act.
Bukod kay Maderazo, kinasuhan din sina municipal treasurer Loreto Serdeña, Jr. at Officer-in-Charge (Accounting Department) Rodolfo Baguna.
Ayon kay Morales, pinaboran ng mga akusado ang Andrea Medi Center.
“The supplier, Andrea Medi Center, was awarded the procurement contract without the benefit of a fair system in determining the best possible price for the government. The supplier was able to profit from the transaction without showing proof that their prices were the most beneficial to the government,” sabi ni Morales sa isang resolusyon
