WALANG problema kay Joel Villanueva, director general ng Technical Education and Skills, kung tawagin siyang epal dahil sa kanyang mga tarpaulin at billboard na naglipana sa paligid.
Sa interbyu sa kanya ng Bandera, mariing sinabi ni Villanueva na malinis ang kanyang konsensiya. Aniya, walang pondo ng gobyerno na ginastos para sa mga nasabing naglalakihang billboard at tarpaulin.


Ang “epal” ay salitang kalye na ang ibig sabihin ay mapapel at credit grabber.

Anya, pawang mga bigay ng kanyang mga kaibigan at supporter ang mga nasabing “epal” material.

“I am not going to hide most of their intention for me to be influenced in running this coming elections but as I told them, I’m happy that they are supporting not only myself but my advocacy in TESDA,” ani Villanueva.

Ayon kay Villanueva kung epal din na matatawag ang pagsama-sama niya kay Pangulong Aquino sa mga binahang lugar nitong mga  nakaraang pananalasa ng ulan bunsod ng Habagat ay hindi rin ito problema sa kanya.

Epal vs non-performer

“I would rather be called epal than not doing my job. I would rather be called epal na influencing people giving them opportunities especially those guys who couldn’t make it to college. For me to be given the opportunity to influence yung decision making ng mga kabataan natin, uy meron palang TESDA espesyalista, uy meron palang dignity kahit hindi ka diploma holder, at anytime of the day I’m always for being epal.”

Sinabi ni Villanueva na kalakip ng pagiging director general ng TESDA ang pagsasapubliko ng programa nito upang mas maraming out of school youth ang kumuha ng technical at voccational courses.

“Walang access lahat sa internet, walang access lahat kahit sa TV nga eh, how many people are aware that we are offering TESDA courses online for free, there are now 1.2 million page hits in our TESDA online program not even three months na ginagawa po natin. Right now 37,000 are enrolled in our TESDA program. How many are aware na yung mga welders natin sa Australia are making P200,000 a month, how many are aware na these guys from Naga na 50 yung kailangan (welder) 25 lang po yung nakuha ang starting salary nila P2 million a year wala pa yung benefits, and this are not kuwentong barbero.”

P13K lang gastos ng Tesda

Kung gumastos umano ng P33 milyon ang kanyang pinalitan sa TESDA—ang ngayon ay Iloilo Rep. Augusto Syjuco—sa unang walong buwan ng taon ay P13,200 lang ang nagastos ni Villanueva at nailaan ito sa pag-imprenta ng mga booklets.
“Kasi I am very very strict and I’m a little paranoid about it, na I don’t want to be compared to my predecessor (Augusto Syjuco).”

Pangarap:  Maging senador

Sinabi ni Villanueva na ‘never ko gagawin’ na gumastos ng pondo ng TESDA “na mukha ko, mukha ko lang (yun andun) utang ng loob hindi ko kaya yun. Hindi ko kaya, hindi kaya ng konsensya ko yun. Na gagastusin ko from Tesda fund na mukha ko nakalagay never ko gagawin yun.”

Inamin ni Villanueva na pangarap niyang maging senador “I am not being hypocrite I’m dreaming na someday I’ll become a senator.”

“If you ask me if I want to be a senator, yes I want to be a senator but it’s totally different when you say, ‘are you ready to run a campaign’ because it entails a lot of things and for me even right now I am 50-50 because if you look at the surveys that’s one practical side of it and another one is resources, eh yung mga resources nga na binibigay sakin kagaya ng sinasabi ko eh puro tarps tsaka billboards eh ang kailangan ko talaga, honestly ho ah eh TV ad eh.”

TV ad ang gusto

Maliban sa mga tarpaulin na hindi ginastusan ng gobyerno, sinabi ni Villanueva na “No one until now not even my harshest critics would question what I have done in Tesda, my performance, all they question is my (tarps, billboard.)”
