BUMISITA si Cavite Gov. Juanito Victor “Jonvic” Remulla Jr. sa tanggapan ng Inquirer Bandera at kanyang ipinagmalaki ang mga nagawa ng provincial government sa nasasakupan nito. Narito ang ilang bahagi ng panayam kay Remulla.
Bandera: Paano mo ikukumpara ang Cavite noong panahon ng tatay mo sa panahon mo ngayon?
Jonvic Remulla: It’s a different world. My father was successful in development but not successful in politics.
When he raised the standard of living of the province and the purchasing power of the people increased because of the industrialization of the province it also introduced liberal political thought and emancipated political structure and atmosphere in the province.
Nag-iba ang dynamics eh. So people have more freedom to choose and we shifted from a feudal state of politics to an industrialized one.
So the values changed, so in the end he (his father former Cavite Gov. Juanito Remulla) became obsolete ahead of his time.Now’s a different world when my father left office in ’95, the population of Cavite was 750,000, I became vice governor in ’98 by the time it was 2002 our population was 1.5 million. It doubled.
By the time I became governor in 2010 it was 3 million so we’ve been doubling our population every 7.5 years.
B: Kamusta ang peace and order?
JVR: Ang crimes namin ngayon are very petty na eh. Wala ng organized crime sa amin.
Drug use is down by 60 percent- 70 percent, hindi na kami smuggling area.
Ang marami sa amin crimes against property, pero yung organized crime wala talaga.
B: Pero may holdapan sa mall ngayon?
JVR: Dalawang beses, isang beses yung SM, isang beses yung Robinsons pero tapos na nahuli na yung sindikato.
Mga tiga-Mindanao ha (yung mga suspects) hindi taga samin yun. Nahuli na sila.
B: Kamusta ang kaso ng corruption sa Cavite?
JVR: That is our main advocacy from the start. It’s all about integrity ang innovation.
I always said cut out the SOP, cut out patong, cut out porsyento, and we will see how far we drive down the cost of governance is.
I set my own prices on how the province purchases equipment. Example, a multi-cab patrol car vehicle given to a barangay used to cost P400,000, I said cut out the SOP, tanggalin nyo yung lagay, magkano, we now get it at P125,000.
A covered court in a barangay used to cost P7million, now it cost P3.2 million.
Computer which used to cost P40,000 now cost P23,000.
Ang ginagawa namin, this is our price if you want to bid on it, bid on it, alam namin kung kumikita ang contractor o hindi eh.
B: Pabor ba ang Cavite sa legalization ng jueteng?
JVR: There is no jueteng (in Cavite), there is a guerilla operation of it.
But I think jueteng should be legalized on a franchise basis.
I think they have to do it on a national basis franchised to the provinces so when it operates it should be taxed.
I think it should be regulated. It should be a national franchise awarded to provinces.
B: Walang minahan sa Cavite, pero ano ang posisyon ng Cavite hinggil ditto?
JVR: There’s none (mining in Cavite). I think there is a lot of hypocricy in it.
People who are against mining they should not eat on spoon and forks.
They should not use their airconditioners, they shouldn’t drive their cars because everything is a product of mining.
I’m for responsible mining, I think it should be controlled, I think it can be done right, the more you’ll make it illegal the worse it will get, the more it will be underground and the more people will be exploited.
B: Pabor ka ba sa Reproductive Health bill?
JVR: I am for it. I believe in a woman’s right to be empowered, to choose the size of her family, I believe that woman should protect herself from the diseases, I believe that the population should be controlled at least for now, and I think responsible parenthood should be taught.
B: Do you believe in gay marriage?
JVR: For it. I told during a TV interview that I will host the grand rally of LGBT.
I believe in gay marriage. I think 1/3 of my staff are gays.
I think they have the right to love and to be loved, and they have the right for equal protection of the law.
I grew up very liberal. There are realities in life that you can’t deny.
B: Divorce?
JVR: Yes for it. I think there are a lot of bad marriages that justifies it.
I have seen horror stories, you can’t deny that it happens and I have seen enough of it that it should not run contrary to our faith and it should be supported because it’s a woman’s issue not a man.
I think the women benefit from this law more than man. I think women are the greater victims, most of the time..
B: Chacha?
JVR: Economic revisions yes, political revision yes.
I think we should revert to a two party system.
I think there should be penalty for turncoatism.
I think if you put a two party system with a penalty on turncoatism then values on governance and values of country would be spoused.
I think party should stand for something not for someone, I think foreigners should be allowed to own property, I think a three-year term is too short, I believe in term limits but I think a three year term is too short, I think it should be a two fve-year terms.
B: May alitan daw kayo ni (Sen. Ralph) Recto?
JVR: Wala, that’s not true. In fact we are supposed to have dinner last night pero I have to call it off kasi birthday ng anak ko. Pero hindi, hindi talaga.
B: So, bati na ang Batangas at Cavite?
JVR: Oo naman, sa kanila ang beauty, sa amin ang money, sabi ni (Gov.) Vilma (Santos-Recto) di ba?
B: Kamusta ang relasyon mo sa mga Revilla?
JVR: Mainit na ulit.
B: Magiging mainit daw ang labanan sa Cavite, between you and Cong. Eliseo “Ayong” Maliksi. Ano ang sa tingin mong tsansa mo over Maliksi?
JVR: I’m very very confident na mananalo ako.
His biggest advantage is that he has a better narrative than I do, he really grew up poor, he really grew up scrapping the bottom of the barrel to meet ends, and finally found his fame and fortune through the years.
I grew up with it….. I grew up very privileged.
But I also grew up with a lot of values, and I was taught very well by my parents especially about not betraying the people’s trust and taking care of the mandate that was given to you.
I think when the truth is presented, the people will decide on who the best candidate is.
I think he has his own advocacies and he has his own claims, I have mine and I think in the end the better product will always sell and I think in the end the people will see the delineating factor of who is corrupt and who is not, the people will see between who has genuine intention and who does not, and people will see who the better candidate is.

MATINDI ang dinanas na pinsala ng Cavite nitong mga nakaraang araw dala ng bagyong Gener at nang ilang araw na sunud-sunod na pag-ulan dulot ng hanging habagat.
Ngunit hindi nawawalan ng pag-asa ang mga Caviteno, gaya ng maraming Pilipino na naapektuhan nang matinding pagbaha, na unti-unti silang makakaahon at makakabalik sa kanilang mga paa.
Sinabi ni Cavite Gov. Juanito Victor “Jonvic” Remulla Jr., na patuloy ang mga proyekto ng provincial government upang masolusyunan nila ang problema sa basura na siyang sinasabing dahilan kung bakit naging malaki ang epekto ng baha na dinanas ng mga taga Cavite.
Ayon sa gobernador, hinahanapan na rin nila ng solusyon ang tapunan ng basura.
“I have looked at all the options and I see that the landfill is the best option if it’s done right. But we still have to find a suitable location for it,” ayon kay Remulla nang kapanayamin ng Inquirer Bandera.
“I expect that at the start of next year, there will be more rational solution to the problem.”
Hindi rin itinanggi ni Remulla na nanatiling malaking problema ng lalawigan ang basura. “I think a full 40 percent of the garbage of Cavite eventually find its way to the rivers. That is why we have to find a solution.”
Ito rin aniya ang dahilan kung bakit apektado rin ang pamumuhay ng maraming Caviteno. Dagdag pa ni Remulla, nasa isang kilo na lamang ang naiuuwing isda ng mga mangingisda kada araw dahil sa basura.
Wala rin umanong inilaang pondo ang lalawigan para sa basura dahil “under the Local Government Code, the province really is not part of (finding solution to the) sanitary problem. It is really of the municipal mayors who are in-charge of that.”
Bagama’t ang mga munisipyo at siyudad ang may pangunahing responsibilidad sa problema sa basura sa ilalim ng Local Government Code, “I just took it upon myself to find a solution- the long term for it.”
Ilan sa mga pangunang solusyon ay ang pagbili ng pamahalaang lalawigan ng dredging equipment at ang pagpapaalis sa mga squatter na naninirahan sa mga ilog at coastal areas para makadaloy ng maayos ang tubig, at ang patuloy na paglilinis ng mga ilog.
Mga dapat mo pang malaman kay Jonvic
Networth: I probably worth maybe, outside of my parents assets, maybe P15 to 18 million. Not much. Ano ako eh, CDO- Care of Daddy. There is some subsidies, a little left and right.
Cars: I have a couple of cars. I have a Honda accord 2010. I have a Toyota Corolla 1999, I have a Starex for my children. I don’t have a sports car. I’m not a car guy. Kasi mayabang na akong tingnan e, tapos magyayabang pa ako na maganda ang kotse ko, sobrang yabang ko na nun dib a?
House: I have a house in Alabang which I borrowed money from the bank and I’m still paying for it. I purchased my house in Alabang I borrowed money from the bank, I bought it for P10.7 million in 2003, I’ve been paying for it, almost paid.
Dollar account: A little as a deposit for my credit card. Kasi kung mago-open ka ng credit card na pwede mong gamitin abroad, you have to deposit a little, but its very miniscule nothing like Coronas. Just to maintain a balance para mapayagan ako mag-credit card.
Guns: Wala, takot ako sa baril, e. Having a gun beside me will put me to trouble.
Anting-anting: Wala eh. I don’t believe in it, my father didn’t believe in it either.
