Sen. Bong thankful kay PBBM ngayong batas na ang ‘Anti-No Permit, No Exam’

LUBOS ang pasasalamat ni Senador Bong Revilla kay President Bongbong Marcos nang maging batas na ang “No Permit, No Exam Prohibition Act,” o Republic Act No. 11984 makalipas ang limang taon.
Si Sen. Bong ang principal author ng bagong batas at ang nakasailalim diyan, maaaring hindi na hadlangan ng educational institutions ang mga mag-aaral na kumuha ng exams dahil lamang sa hindi nila nabayaran ang kanilang tuition at iba pang mga bayarin.
Sakop ng batas ang lahat ng basic at higher education institutions, pati na rin ang technical-vocational schools na may offer na long-term courses na lagpas isang taon.
Ngunit ayon din sa nasabing batas, pwedeng mag-require ang mga paaralan ng “promissory note” mula sa mga estudyante at maaari nilang i-hold ang kanilang mga record at credentials.

Ang mga mag-aaral na hindi makakapagbayad ng school fees dahil sa mga sakuna o emergencies at iba pang “justifiable reasons” ay kailangang maka-secure ng certification mula sa Department of Social Welfare and Development (DSWD) o sa local office ng kanilang komunidad bilang patunay.
Ang mga eskwelahan na mahuhuling lalabag sa RA 11984: “Shall be subject to administrative sanctions that may be imposed by the Department of Education, Commission on Higher Education, and Technical Education and Skills Development Authority.”

Ayon kay ACT Teachers Representative France Castro na isa rin sa mga may akda ng House bill na pinangunahan ni Revilla, ang pagsasabatas ng No Permit, No Exam Prohibition Act ay isang “significant victory for students’ rights and welfare.”
“This new law sends a clear message that education should not be an exclusive privilege but a right that must be upheld and protected,” ani pa ng lawmaker at veteran educator.
