Maliliit na online seller hindi target sa pagbubuwis na nais ng House panel

MALINAW umano na ang target ng House committee on ways and means sa pagbubuwis sa online transactions ay ang mga malalaking kompanya.

Ayon sa chairman ng komite na si Albay Rep. Joey Salceda hindi nais ng Kongreso na patawan ng buwis ang mga maliliit na negosyante na nagbebenta online.

Nilinaw ito ni Salceda matapos na ianunsyo ng Bureau of Internal Revenue ang deadline sa pagpaparehistro ng mga nagbebenta online sa Hulyo 31.  

“I of course prefer to have the issue fleshed out better in an avenue where various stakeholders can be heard, and that is through congressional hearings,” ani Salceda.

Nais umano niyang makuha ang salita ng BIR na susundin nito ang tax exemptions na nakasaad sa Customs Modernization and Tariff Act (CMTA), Tax Reform for Acceleration and Inclusion law (TRAIN) at Barangay Micro Business Enterprise (BMBE) law.

“…. so that we do not burden the small entrepreneur in these difficult times. If your import is below P10,000, it is exempt from duties. If your revenues are under 3 million, you shouldn’t have to register for VAT (Value Added Tax).”

“That said, I align with the principle of plugging leaks in the tax system. But we have to do everything in a multi-stakeholder, multi-perspective way, and congressional hearings allow us to do that.”

Inihain ni Saldeda sa Kamara de Representantes ang pagpapataw ng buwis sa mga online companies gaya ng ginagawa sa ibang bansa.

“This RMC (Revenue Memorandum Circular on registration of online sellers) will be part of the hearings the House Committee on Ways and Means will do on digital taxation, and if it turns out to be flawed, I will ask the BIR to improve it. The House Committee is clear that it is after the big money in big firms digital transactions, and not the small entrepreneur.”
