Evacuation center bill kailangan pero maisasabatas kaya?

NGAYONG papasok na ang tag-ulan, muling binuhay ni Bayan Muna Rep. Carlos Isagani Zarate ang evacuation center bill upang mailigtas ang maraming buhay ng mga masasalanta.

“With quarantine facilities for CoVid patients occupying the normal evacuation centers in cities and provinces, and the impending start of the rainy season; the need to fast track House Bill 5259 or the Evacuation Centers Bill becomes more apparent,” ani House Deputy Minority leader Zarate.

Sinabi ni Zarate na kailangan ng magtayo ng mga disaster resilient evacuation centers na mapupuntahan ng mga tao na kailangang ilikas sa panahon ng kalamidad.

“Up till now evacuees are staying in basketball courts, schools and churches, even Pres. Duterte has seen the problem himself and vowed to construct more evacuation centers and with this we hope that House Bill 5259 would also be fast tracked. Since after the Super Typhoon Yolanda we have been pushing for the enactment of such a law amd we hope that it can be done soon so that the suffering of our disaster struck country would be minimized,” saad ni Zarate.

Ang itatayong evacuation center ay dapat umanong typhoon, earthquake at disaster resistant. Dapat ay may kakayanan din ito na pag-imbakan ng mga relief good at equipment.

“This is a departure from the common practice of using schools and multi-purpose halls as evacuation centers but are still in danger prone areas. The evacuation centers proposed by HB 5259 should also be located in between barangays so that more people can reach them at the soonest time possible and may also serve as the command center for disaster response.”

Dapat ay natuto rin umano ang gobyerno sa COVID-19 pandemic at magtayo ng permanent quarantine facility sa bawat lokalidad.

“Naisabatas na ang Bayan Muna bill na Free Mobile Disaster Alerts law o ang Colmenares law, isang hamon naman sa pamunuan ng Kongeso ngayon ang mabilisang pagpapasa ng HB 5259 dahil mahirap namang maaksidente pa ang mga nasalanta na nga tulad ng nangyari sa superbagyong Yolanda at iba pang mapaminsalang kalamidad.”
