Paolo Duterte: ABS-CBN may paglabag sa prangkisa, dapat imbestigahan

PINAIIMBESTIGAHAN ni presidential son at Davao City Rep. Paolo Duterte ang umano’y mga paglabag ng ABS-CBN sa prangkisa na ibinigay rito ng Kongreso.

Bukod kay Duterte, may-akda ng House Resolution 853 sina House committee on accounts chairman Abraham Tolentino at House committee on appropriations chairman Eric Yap.

“Whereas, ABS-CBN Corp., is operating a pay-per-view channel through free-to-air signals in violation of its legislative franchise. By charging the public with this pay-per-view Kapamilya Box Office channel through ABS-CBN TV Plus, it has been gaining huge profits at the expense of the public while using the air frequencies provided by the government for free,” saad ng resolusyon na isinumite Lunes.

Sinabi sa resolusyon na itinuloy ng ABS-CBN ang operasyon ng pay-per-view channel sa pamamagitan ng free-to-air signals sa kabila ng utos ng National Telecommunications Commission na itigil ito habang wala pang guidelines, “…a violation of the terms of its legislative franchise.”

Paglabag din umano sa Konstitusyon ang pagbibigay ng ABS-CBN ng Philippine Depository Receipts sa mga foreigner.

“… the resulting foreign equity in ABS-CBN Corp., also violates Republic Act 7042 (Foreign Investments Act of 1991) as amended by RA 8179, Executive Order 184 (Promulgating the Tenth Regular Foreign Investment Negative List) and Presidential Decree 1018 (Limiting the Ownership and Management of Mass Media to Citizens of the Philippines and for Other Purposes).”

Ang House committee on Legislative Franchise ang inatasan ng resolusyon na magsagawa ng pagdinig sa mga paglabag ng ABS-CBN, ang parehong komite na tumatalakay sa prangkisa ng istasyon.
