Refinancing ng utang ng maliliit na negosyo kailangan

INIREKOMENDA ni House committee on ways and means chairman at Albay Rep. Joey Salceda ang paglalaan ng P300 bilyon para sa credit refinancing and mediation service para sa mga small and medium enterprises.

Ayon kay Salceda maraming mga SMEs ang mayroong utang bago nangyari ang coronavirus pandemic at mahihirapan ang mga ito na bayaran ang utang na ito kaya dapat silang tulungan.

“The Credit Mediation and Refinancing Service will ensure that MSMEs are able to fulfill obligations under more favorable terms of credit,” ani Salceda, co-chairman ng Economic Stimulus Cluster ng Kamara de Representantes.

Sinabi ni Salceda na maaaring ang Small Business Corporation (SBCorp) at Philippine Guarantee Corporation (PGC) ang maaaring magbigay ng MSME Credit Mediation and Restructuring Service upang makakuha ng paborableng opsyon ang mga ito sa pagbabayad ng utang.

“The PGC and the SBCorp can administer the loan and guarantee portion of the CMRS through the government banks, Land Bank of the Philippines and Development Bank of the Philippines.”

“The parts of a workable framework for credit mediation and refinancing already exist in the country, and could be modified and repurposed. Negosyo Centers of the Department of Trade and Industry (DTI) can act as credit advisers and mediators, while the Small Business Corporation and the Philippine Guarantee Corporation can provide loans or guarantees. Loans can be channeled through off-balance credit with the government financial institutions, LBP or DBP,” dagdag pa ni Salceda.

Refinancing ang tawag kapag ang isang lumang utang ay babayaran ng bagong utang na mas pabor sa umutang ang termino.

“Credit mediation is process-intensive. Credit refinancing is cash-intensive. Both tools, however, may be necessary, especially for small and medium enterprises. For example, an early-stage SME that contracted debts for capital but did not consider a pandemic in its financial projections may need both to refinance the loans and to seek credit mediation for accessing refinancing options, especially in view of its difficult financial position,” saad pa ni Salceda.

Kailangang tulungan ang mga maliliit na negosyo upang makabangon ang mga ito mula sa pagkalugi at maiwasan ang pagtanggal sa kanilang mga empleyado.
