P12B overtime, hazard pay para sa health frontliners

IPINANUKALA sa Kamara de Representantes ang paglalaan ng P12.61 bilyon para mabigyan ng mas mataas na overtime pay, hazard pay, at family compensation ang mga health care workers na humaharap sa panganib ng coronavirus disease 2019.

Ihahain ni House committee on ways and means chairman at Albay Rep. Joey Salceda ang Heroes Compensation Fund bill bilang pagtanaw umano sa malaking kontribusyon ng mga medical practitioner.

Sa ilalim ng panukala ilalaan ang P2.61 bilyon sa hazard pay, overtime pay, at night shift differential.

Ang family compensation fund naman ay P5 bilyon na ibibigay sa mga pamilya ng health care worker o frontliner na mamamatay o magkakaroon ng permanent disability dahil sa pagganap sa kanilang tungkulin.

Ipinanukala rin ni Salceda ang pagtatayo ng insurance company para sa mga ganitong insidente na bibigyan ng P5 bilyong pondo.

Dapat din umanong bigyan ng laya ang Research Institute for Tropical Medicine at iba pang sub national testing centers na bumili ng kanilang mga kagamitan na mas simple ang prosesong daraanan.

“Hindi na po ito panahon para sa elaborate national procurement plans. No one planned this situation, so kailangan po ang procurement for these hospitals, needs-based na. ‘Pag nakita mo nang kulang ang supply sa isang testing center, tapos idadaan mo pa sa national system, that insistence on bureaucratic procedure is lethal,” ani Salceda.

Hindi rin umano maintindihan ni Salceda kung bakit mayroong soliciting restriction ang mga ospital.

“Natural, dahil kulang yung galing sa amin sa gobyerno, kung crucial na, hihingi yan sa community. And naturally, in the spirit of bayanihan, the community will answer. Why is the Central Office against this display of local support? Maghihintay pa ba dapat na i-allocate niyo ang donations? You don’t wait for commands from high above when the enemy is already staring you in the face.”
