Walang masi-zero kay GMA

MAKATATANGGAP umano ng pondo ang lahat ng mga distrito kahit na ang mga kritiko ni Speaker Gloria Macapagal Arroyo.

Hindi umano gagawin ni Arroyo ang ginawa ng pinalitan niyang si Davao del Norte Rep. Pantaleon Alvarez kung saan 23 distrito ang walang nakuhang alokasyon ngayong taon.

Sinabi ni House Majority Leader at Camarines Sur Rep. Rolando Andaya Jr., na inutusan siya ni Arroyo upang siguruhin na makatatanggap ng pondo ang lahat ng distrito sa ilalim ng 2019 national budget.

“Lahat ng distrito may pondo. Yan ang klarong utos ni Speaker GMA. Appropriations proposed by the Executive for projects and programs in a congressional district represented by a non-majority coalition member will not be drastically cut or reduced to zero,” ani Andaya.

Sinabi ni Andaya na posible na mas malaki pa ang makuhang alokasyon sa mga lugar ng kritiko.

“The big picture here is that constituents of opposition congressmen pay taxes so they are entitled to enjoy the fruits of their payments,” ani Andaya. “Sabi nga taxes are paid by the people in cash but are rebated to them in kind, in the form of services and projects, and the budget is the catalogue of these rebates . So taxation without appropriation is wrong.”

Nilinaw naman ni Andaya na sa ngayong taon, may mga kongresista na walang alokasyon subalit hindi nangangahulugan na walang naging proyekto ang national government sa lugar ng mga ito.
