Mabigat na parusa sa magulang na magpapabaya sa anak isinusulong sa Kamara

Sa halip na ibaba ang edad ng mga kriminal, nais ng isang lady solon na pabigatin na lamang ang parusa sa mga magulang na nagpapabaya sa kanilang mga anak kaya nagagamit ng mga sindikato ang mga ito sa paggawa ng krimen.
Ayon kay Bagong Henerasyon Rep. Bernadette Herrera-Dy iginagalang niya ang panukala ni Speaker Pantaleon Alvarez na ibaba sa siyam na taon mula sa 14-anyos ang mga may pananagutan sa batas bagamat hindi siya pabor dito.
“Parental neglect and abuse are the root causes that lead children to go astray and commit unlawful acts. Mistreated, exploited or uncared for, a child’s discernment of what is right or wrong will always be or will slant towards the border of the the bad side,” ani Herrera-Dy.
Sinabi ni Herrera-Dy na naniniwala siya na ang mga bata na ginagamit ng mga sindikato ay mga biktima na kailangang tulungan.
“As a member of the supermajority, I respect the Speaker’s decision and I believe he has strong reasons to push for the proposal. However, I remain steadfast in the belief that children in conflict with the law are victims who need to be rescued and taken care of.”
Sinabi ni Herrera-Dy na pag-aaralan niya ang Special Protection of Children Against Abuse, Exploitation and Discrimination Act (RA 7610) at Child Welfare and Protection Code (PD 603) upang maamyendahan ito at mapataas ang pananagutan ng mga magulang na nagpapabaya sa kanilang mga anak.
