Naglabas ng Hold departure order ang Sandiganbayan Sixth Division laban kay Pangasinan Gov. Amado Espino at 13 iba pa kaugnay ng kasong isinampa ng Ombudsman dahil sa iligal na pagmimina umano ng black sand.
Kailangan ng magpaalam ni Espino sa korte bago ito makalabas ng bansa.
Kasama niya sa kaso sina Rafael Baraan, provincial administrator, Alvin Bigay, provincial housing and homesite regulation officer, at mga board of director ng Xpher Builders Inc., na sina Michael Ramirez, Gina Alcazar, Avery Pujil, Cynthia Camara at Lolita Bolayog.
May HDO na rin laban sa mga board of directors ng Alexandra Mining and Oil Ventures Inc. na sina Bolayog, Camara, Cesar Detera, Edwin Alcazar, Denise Ann Sia Kho, Annlyn Detera, Glenn Subia at Emiliano Buenavista.
“Considering the case/cases filed against the accused, (they are) bared from leaving the country except upon prior approval from this Court,” saad ng Order ng korte.
Batay sa reklamong inihain ng Ombudsman, sinabi nito na nagsabwatan ang mga akusado upang iligal na makapagmina sa Barangay Sabangan sa Lingayen Gulf, Pangasinan noong 2011.
Nabigyan umano ng Small Scale Mining Permit ang Alexandra Mining kahit pa wala itong clearance mula sa Mines and Geosciences Bureau, at accreditation sa Philippine Contractors Accreditation Board at business permit mula sa munisipyo ng Lingayen na nakasasakop sa lugar.
Hindi rin umano accredited ng PCAB ang Xypher subalit pinayagan din itong magmina gamit lamang ang Gratuitous Permit at wala ring MGB certificate.
Umabot umano sa P10 milyon ang nakuhang mineral sa lugar na ibinenta sa DH-Kingstone Holdings Co. Ltd. na nakabase sa China.
