SIM registration may bagong guidelines, required na ang ‘live selfies’
PANIGURADONG hindi na mapepeke ang pagkakakilanlan ng mga nagrerehistro ng Subscriber Identification Module (SIM).
May bagong guidelines na kasi ang National Telecommunications Commission (NTC).
Ayon kay NTC Commissioner Ella Blanca Lopez, naglabas na sila ng memorandum order (MO) na nagre-require na ng “live selfies” sa pagre-register ng SIM.
“We issued an MO yesterday, so it’s effective immediately…” sey ni Lopez sa isang hearing kasabay ng pinag-uusapang proposed 2024 budget ng Department of Information and Communications Technology (DICT).
Para sa mga hindi pa masyadong aware, ang NTC ay ang attached agency ng DICT.

Sinabi din ni Lopez na matitiyak sa panibagong alituntunin na ang mga nakarehistro ay legitimate users.
“They (telecommunications companies) will install technologies that will ensure na wala na pong monkey po na makaka-register katulad po ng live selfies. We require live selfies,” sambit niya.
Dagdag pa ng NTC Chief, “Hindi na rin po i-allow yung stock photos as selfie.”
Ipinaliwanag din ni Lopez na binigyan lamang nila ng hanggang December 18 ang mga telcos upang ma-install ang kanilang teknolohiya na kailangan para sa live selfies.
Magugunitang nagkaroon ng imbestigasyon ang National Bureau of Investigation (NBI) kung paano mag-register sa iba’t-ibang telecommunication companies.
At dito nila nakita na kahit litrato ng unggoy ay natatanggap sa pagrerehistro.
“We entered the face of an animal in different names natanggap pa rin [it was also accepted],” sey ng NBI Cybercrime Division Chief na si Attorney Jeremy Lotoc sa isang Senate committee hearing.
“Ang issue kasi namin, prior (to the implementation of the law) meron ng mga fraudulent identities. In fact as of the moment, nag e-exist pa rin, pwede hong mag-register na kahit ibang identity ang gamit nyo,” paliwang niya.
Dagdag pa ng hepe, “Sa law enforcement side, medyo nahihirapan din kaming mag-track kasi pag tiningnan namin kung sino yung pangalan o owner ng SIM na yun iba ho yung lumalabas.”
Kung matatandaan, ang “Sim Card Registration Act” ang kauna-unahang batas na pinirmahan ni Pangulong Bongbong Marcos noong October 2022.
Layunin sana nito na maprotektahan ang SIM users mula sa mga “scam messages.”
Magiging malaki rin ang tulong nito sa gobyerno upang ma-track ang mga nangyayaring krimen sa pamamagitan ng cellphones.
Nauna nang sinabi ni Office of the Press Secretary officer-in-charge Cheloy Garafil na, “the SIM Card Registration Act aims to provide accountability in the use of SIM cards and aid law enforcers to track perpetrators of crimes committed through phones.”
