3-day ultimatum: Sibak o suspensyon, banta ni Duterte sa LGUs na mang-iipit sa cell site permits

BINIGYAN ni Pangulong Rodrigo Duterte ang mga local government units ng hanggang tatlong araw lamang para aksyunan ang application permits ng telecom companies para sa pagtatayo ng cellular towers sa buong bansa.

Sinabi ni Duterte na sinumang opisyal ng LGU na hindi susunod sa 3-day ultimatum ay kanyang ipasususpinde o ipasisibak, maliban pa sa kasong maaring makaharap.

“I’ll see to it that you are effectively suspended preventive — suspended as a form of punishment. But I would prefer that you would be dismissed immediately and the courts for not to interfere,” wika ni Duterte.

Binalaan din ni Duterte ang mga punong barangay na tumigil sa pag-astang parang “panginoon sa kani-kanilang lugar” at sinabing ang mga tiwali sa kanilang hanay ay kanya ring pakakasuhan.

“The clock is ticking except on the days that we do not hold office. I will count 72 hours during weekdays. For example, if the application has been there on Monday, then two to three days should be Thursday,” banta ni Duterte.

Iniutos din ng Pangulo sa lahat ng local councils sa bansa na ipaalam nila sa Department of the Interior and Local Government (DILG) ang kanilang pagtalima sa “three-day ultimatum” matapos maipabatid sa kanila ang nasabing palugit.

Noong nakaraang Huwebes, iniutos ni Duterte sa kanyang Gabinete na gumawa ng mga “drastic measures” para paikliin ang proseso ng pag-apply ng permits sa pagtatayo ng cell towers.

Ito ay makaraang magpaliwanag si Ernest Cu, presidente at CEO ng Globe Telecom, na sangkaterbang permit at dokumento at kung  anu-anong mga bayarin ang sinisingil ng LGUs para mapahintulutang makapagtayo ang telcos ng mga karagdagang telecommunication tower.

“Ang 25 to 29 permit, umaabot ng walong buwan. Tapos marami pa ho kaming miscellaneous fees. Iba’t ibang klaseng tower fees. Meron kaming special use permit. Hindi ho namin ma-standardize,” ani Cu.

Ipinaliwanag naman ni Sec. Harry Roque na ang “3-day ultimatum” ng Pangulo ay pakiusap lamang partikular sa miyembro ng mga lokal na konsehong hindi saklaw ng Modified Enhanced Community Qurantine na madaliin ang aksiyon sa work permits and licenses applications ng lahat na digital infrastructure projects, lalo na ang cell sites sa mga kanayunan.

Sinabi ni Roque na kaugnay ang pakiusap ng Pangulo sa lumutang na problema sa internet connectivity ngayong nahaharap ang sistema ng ating edukasyon sa tinawag na flexible learning, kasama ang online classes.

Ang kakulangan ng cellular towers, lalo na sa malalayong probinsiya, ay tinukoy ng mga mag-aaral, magulang at pati mga guro na pangunahing balakid sa epektibong pagpapatupad sa tinawag na distance learning.

Sa panig naman ni DILG Sec. Eduardo ay inabisuhan nito ang lahat ng LGUs na may mga nakabinbin pang applications para sa work permits ng cell site construction na agad nilang aksiyunan ang mga ito.

“As the President has ordered those LGUs with pending applications from telcos should be released (approval or rejection) in three days. If their requirements are lacking, you have the reason to disapprove. You do not withhold and delay,” paliwanag ni Año.
