Special education fund itulong sa private school teachers
IPINANUKALA ni Cagayan de Oro Rep. Rufus Rodriguez ang paggamit ng special education fund ng mga lokal na pamahalaan upang matulungan ang mga guro sa pribadong paaralan.
Sa pagdinig ng House committee on Basic Education and Culture sinabi ni Rodriguez na maaaring palawigin kung saan maaaring gamitin ang SEF.
“Congress has all the authority to decide on what’s best for the country. And I believe we can assist private school teachers whose remunerations are lagging behind. When we give assistance to teachers, it is for the benefit of the students,” ani Rodriguez.
“Teachers are like candles who in teaching their students consume themselves in order to give light to their students.”
Ipinaalala naman ni Romulo ang probisyon ng Konstitusyon na nagsasabi na ang pondo ng gobyerno ay hindi maaaring gamitin sa pribadong
Punto ni Rodriguez hindi ang pribadong sektor ang nais nitong tulungan kundi ang mga estudyante sa pribadong paaralan.
Paliwanag pa ni Rodriguez maaaring ituring na financial assistance ang ibibigay sa mga guro dahil kagaya lang ito ng pagbibigay ng gobyerno ng tulong sa pribadong sektor.
“Even in America where we got our Constitutional provision that public funds can only be used for public purposes, its Congress has appropriated funds for private schools because the Assistance ultimately to their students is for a public purpose,” saad ni Rodriguez.
Maaari umanong magpasa ang Kongreso ng batas para matulungan ang mga private school teachers na kukunin sa SEF.
