Anti-terrorism bill hindi na dapat hintayan na magamit pa sa pang-aabuso

HINDI na umano dapat hintayin pa na magkaroon ng pang-aabuso gamit ang Anti-Terrorism Bill kundi dapat umaksyon na ang Kongreso para baguhin ang mga kuwestyunableng probisyon nito.

Ayon kay Albay Rep. Edcel Lagman nasa mismong batas ang paglabag sa karapatang pantao kaya hindi ito dapat na maipatupad.

“We should not wait for any abusive enforcement of the proposed “Anti-Terrorism Act of 2020” to happen after it becomes a law because the abuse is in the measure itself,” ani Lagman. “The “benefit of the doubt” gives favor to ambivalent conduct despite its uncertainty.”

Sinabi ni Lagman na malabnaw ang depinesyon ng terorismo sa panukalang batas na inaprubahan ng Senado at Kongreso.

Pinapayagan din ng batas ang pagkulong ng hanggang 24 na araw sa isang tao na maaaring hulihin ng walang warrant of arrest. Sa kasalukuyan ay tatlong araw lamang ang pinapayagan.

“It penalizes “proposal”, “threats”, and “inciting” to terrorism which would infringe on the right of free speech as its articulation is prevented because of the chilling and deterrent effects of the criminalization of said acts which are not even penalized in the “Human Security Act of 2007”,” ani Lagman.

Nakakabahala rin umano ang pagbuo ng Anti-Terrorism Council (ATC) na siyang magsasabi kung ang isang tao o grupo ay terorista at magagamit itong batayan upang manghuli.
