Online MSMEs sasaklolo sa ekonomiya

MAKATATANGGAP umano ng tulong mula sa gobyerno ang mga Micro, Small and Medium Enterprises na nagbebenta online kung sila ay magpaparehistro at magiging bahagi ng formal economy.

Ayon kay House committee on Ways and Means chairman at Albay Rep. Joey Salceda maraming batas na nagbibigay ng exemption sa pagbabayad ng buwis ng mga MSMEs.

“Online MSMEs are saviors of the economy in this time of the pandemic,” ani Salceda. “In the countryside, like Albay, they are becoming the motive force of the economy in these difficult conditions.”

Paliwanag ni Salceda mabilis kumilos ang MSMEs at maliit lamang ang puhunang kailangan nito at kumikita sa kanila kahit na ang mga nasa bahay lamang nagtatrabaho.

Kung magpaparehistro umano ang mga MSMEs na nagbebenta online ay maaaring makakuha ng benepisyo mula sa economic stimulus package na panukala ng Kamara de Representantes.

Sa pagtataya ni Salceda, co-chairman ng House Economic Stimulus Cluster, may 1 milyong hindi rehistradong MSMEs na nagnenegosyo online.

Bagamat inilabas ng Bureau of Internal Revenue ang Revenue Memorandum Circular 60-2020 na nagpapalala na magparehistro ang mga online sellers hanggang Hulyo 31 hindi ibig sabihin ay may babayaran ng buwis ang mga ito.

Ang pagpaparehistro umano ay “proof of your existence” ng isang negosyo.

Kapag nagrehistro, maaari umanong makapagbigay ang Department of Trade and Industry-Negosyo Centers ng payo kaugnay ng mga tax exemptions

Sa ilalim ng Tax Reform for Acceleration and Inclusion (TRAIN) law hindi kailangang magparehistro sa pagbabayad ng VAT ang mga kompanya na ang gross sales ay hindi aabot sa P3 milyon.

Sa ilalim naman ng Barangay Micro Business Enterprises (BMBE) Law ang mga kompanya na ang gross assets ay walang P3 milyon ay exempted sa income tax pero kailangang magparehistro ng mga ito sa DTI.

At ayon sa BIR exempted sa pagbabayad ng income tax ang mga kompanya na hindi kumikita ng P250,000.

“Of course, if you are already registered with the DTI and you are bigger than the thresholds mentioned in these laws, I encourage you to register with the BIR. The RMC was much misunderstood as an added burden, but it is actually a registration amnesty. If you register by July 31, your penalties and surcharges for not registering before are forgiven,” ani Salceda.

“We need more online MSMEs registered. Kahit wala tayong makolektang buwis ngayon. The economic benefits are beyond taxes. My office is doing a policy briefer on the implications of regularizing MSMEs. When they are registered duly, they can borrow. When they can borrow, the liquidity we released in the banking system is maximized. It’s a win for all of us, even without tax collections from MSMEs. I was the first to introduce the concept in our country’s stimulus plans, so we are watching this sector very closely.”
