KAILANGANG-kailangan umano ng gobyerno ng pondo kaya dapat tapalan ang mga butas sa pangongolekta sa buwis.
Isa sa nakita ng House committee on ways and means ang paggamit sa mga Customs Bonded Warehouses (CBWs) para matakasan umano ang buwis na dapat bayaran sa pagpasok ng mga imported na produkto.
Ayon kay Albay Rep. Joey Salceda, chairman ng komite, ginawa ang CBW upang pumasok ang mga investor sa bansa na makapagdaragdag ng trabaho. Sa CBW dinadala ang mga raw materials sa bansa na gagamitin sa paggawa ng produkto na ilalabas muli ng bansa at hindi dito ibebenta.
Ang ipinasok na raw materials ay hindi pinapatawan ng buwis gaya ng ibang produkto na dito ibebenta.
Sa imbestigasyon ng komite may nakita itong procedural lapses sa accreditation, classification at operations ng CBW na nagresulta sa pagkawala ng kita ng gobyerno.
May nawawala rin umanong kita ang gobyerno sa unliquidated bonds ng mga kompanya.
“We need all the revenues we can get under existing laws to fund our COVID-19 efforts. This is a matter of life and death for the country, if we cannot get our lifeblood – taxes – flowing,” ani Salceda.
Inatasan ni Salceda ang BoC upang gumawa ng capacity building program upang malimitahan ang galaw ng mga produkto na hindi binabayaran ng tama ang buwis.
“I promised the economic managers that I will help find the money that we need. The committee is working hard to get that promise done,” saad ng solon.
