NAKIUSAP si Philippine National Police chief Gen. Archie Gamboa sa mga biktima ng umano’y “sex-for-pass” scheme sa mga quarantine checkpoint na lumutang upang mapanagot ang mga may sala.
Sa panayam ng ABS-CBN News Channel, sinabi ni Gamboa na marami sa mga biktima ang natatakot na maibandera ang kanilang dinanas sa kamay ng mga pulis sa checkpoint.
“(But) the victim has to come out in open court… Kapag criminal kasi, the victim has to be presented to the court, unless merong ibang ebidensya na pwede siyang hindi na present,” aniya.
Dagdag ng opisyal, hindi susulong ang kaso kung walang testimoniya ng saksi.
“Siyempre alam natin iyan naman usually na rape cases na ayaw nila lumabas kasi syempre mapapahiya sila sa publiko, paano ‘yung kanilang kinabukasan. The PNP understands that… We understand the predicament that they have pero in any case that we want to pursue, there must be available witnesses to witness. Kapag ganito kasi, it’s a crime done privately between the accused and the victim,” paliwanag pa ng opisyal.
Bago ito, isang babae ang umano’y ginahasa ng pulis para makadaan lamang ang huli sa quarantine checkpoint na itinayo ng mga alagad ng batas.
Ani Gamboa, inatasan na niya ang
Criminal Investigation and Detection Group (CIDG) upang kausapin ang biktima.
“Ito ‘yung promise ko sa kanya, we will keep it confidential in terms of administrative [cases] pero pagdating sa court, I cannot totally promise na hindi siya pwede i-present sa court because it might be vital for the prosecution of the case,” aniya. –Inquirer
