Munisipyo sinita sa pagpapasahod ng 116 personnel na below minimum

SINITA ng Commission on Audit ang isang bayan sa Leyte dahil sa pagkuha umano ng 116 job order personnel na binayaran ng mas mababa sa minimum wage ang karamihan sa kanila.

Nagtataka rin ang COA kung bakit 116 ang kinuhang job order personnel ng munisipyo ng Inopacan kahit na ang kulang sa plantilla position nito ay 18 lamang.

Sa halip na kinuha ang 116 job order, mas makabubuti umano kung pinunan na lamang ng munisipyo ang 18 bakanteng posisyon.

“The personnel complement of the local government of Inopacan disclosed that it has 85 plantilla positions, 67 of which were filled while the remaining 18 were unfilled. To compensate the unfilled positions, the LGU hired 116 workers on job order status,” saad ng audit team ng COA.

Sa 116 na kinuha, 62 ang ginawang administrative staff na trabaho na dapat ay ginagawa ng regular na empleyado.

“The practice…resulted in JOs performing works of regular personnel, redundancy of functions and incurrence of additional wage expenses which the LGU could have avoided,” saad ng mga auditor.

Ang mga JOs ay binayaran din umano ng mababa sa P305 daily minimum wage sa rehiyon mula Enero hanggang Agosto 2019. Itinaas ang minimum wage sa rehiyon sa P315 noong Agosto 18, 2019.

“The wages by the LGU and received by the JOs range only from P200 to P300 while very few received P350 daily wage. Non-compliance with the prescribed daily minimum wage rates deprived the JOs of the benefits due them.”

Tatlong JOs lamang umano ang binayaran ng P350 kada araw.

“The excess amount paid over and above the amounts in the contracts shall be disallowed in audit.”

Inirekomenda ng audit team na bawasan ang mga JOs at bayaran ng tama ang mga ito.
