Mahabang DSWD process, hindi COVID-19, ang papatay sa mahihirap- Cayetano

DAPAT umanong gawing simple ng Department of Social Welfare and Development ang pagpili at pamimigay ng P5,000-P8,000 tulong pinansyal sa mga nangangailangan.

Ayon kay Speaker Alan Peter Cayetano hindi kailangan ng DSWD na dumaan sa mahabang proseso kaya may mga suhestyon ang Kongreso upang mas mapadali ang pagbibigay ng ayuda ngayong nasa ilalim ng Enhanced Community Quarantine ang Luzon.

“Parati nating inuulit eh, dalawa ang pwedeng pumatay sa atin, yung virus or yung kakulangan sa pagkain at gamot. So what will kill us first? Is it the virus or the quarantine? So we don’t want that question to be a question at all,” ani Cayetano.

Sinabi ni Cayetano na batay sa DSWD Memorandum Circular 1-4 aabot sa 30hakbang bago makarating ang pera sa bahay ng tutulungan. Masyado umano itong matagal kaya nagsumite ng panukala ang Kongreso.

“We uncomplicated it by proposing four steps and niyaya namin na mag-conference or mag-Zoom kahit virtual ang DSWD para isa-isahin.”

Sa sagot ng DSWD sa Kamara de Representantes aabot ng Abril 10 bago matanggap ng tutulungan ang pera.

“Makikita nyo po, ito, to provide social amelioration card, 1 day, mass production of forms ng LGUs, 2 days, door to door distribution at saka pickup, 2 days, to encode the form, 3 days, to field office DSWD, 1 day and submit, 1 day that’s 10 days. Tapos ang sinasabi, naklaro naman na daw nila yung guidelines sa memorandum order, MC 6, yung MC 6 po ay January 31, assuming you start at April 1, I don’t think na dapat umabot ng April 10 bago nyo matanggap yung pera nyo,” dagdag pa ng lider ng Kamara.

Ayon kay Cayetano tama lang na mayroong accountability sa pamimigay ng tulong ng gobyerno pero hindi umano dapat matagal ang pagbaba ng tulong.
