Online session at voting sa special session para sa COVID-19 isinulong

MAAARI umanong baguhin ng Senado at Kamara de Representantes ang kani-kanilang rules upang makapagsagawa ng online session at online voting para makapagpasa ng batas na kailangan ng gobyerno sa paglaban sa coronavirus disease 2019.

Ayon kay Cagayan de Oro Rep. Rufus Rodriguez alinsunod sa Section 16 ng Article VI ng 1987 Constitution ang Kamara ang gagawa ng rules nito. Sa Section 26 ay nakasaad na dapat dumaan ang isang panukala sa tatlong pagbasa at maipalahagi ang kopya nito sa mga miyembro tatlong araw bago ang ikatlong pagbasa.

Ang three-day requirement ay maaaring mabalewala kung ang isang panukala ay certified as urgent ng Pangulo.

 “With the President certifying the needed bills to address Covid-19 as urgent, there will be no need for the three-day publication rule. I call on the President to officially call a special session of Congress and for both houses to immediately convene in online session. We need to act now,” ani Rodriguez.

Ngayong araw ay may nakatakdang pulong ang mga senador, kongresista at mga opisyal ng Malacanang.
