Ex-Southern Leyte governor kakasuhan sa fertilizer deal

Kakasuhan si dating Southern Leyte Gov. Rosette Lerias kaugnay ng maanomalya umanong pagbili ng fertilizer noong 2006.     Kasong graft ang isasampa laban kay Lerias at mga miyembro ng Provincial Bids and Awards Committee na sina  Virginia Cruz, Catalino Olayvar, Teopisto Rojas, Jr., Fernando Moralde at Joseph Duarte.     May dagdag namang kasong falsification of public documents laban kina Cruz, Olayvar, Rojas, Jr., Moralde at Duarte.     Bumili ang probinsya ng P5 milyong halaga ng fertilizer sa Philippine Phosphate Fertilizer Corporation para sa rehabilitasyon ng rice program nito.     Sa halip na magsagawa ng bidding ay nag-direct contracting umano ang probinsya.     Nagpalabas ng cash advace na P2.3 milyon si Duarte na siyang Provincial Budget Officer para sa 2,514 sako ng abono para sa mga bayan ng Libagon, St. Bernard, San Juan, Arahawan, Hinundayan, Hinunangan, San Francisco at Pintuyan.     Pero sa isinagawang imbestigasyon, wala umanong Memorandum of Agreement ang probinsya at ang Philpos na siyang ginamit na batayan para sa direct contracting. Kung mayroon umanong MOA ay hindi pa rin ito sapat para sa direct contracting.     Hindi pinagbigyan ng Ombudsman ang mosyon ni Lerias na ibasura ang reklamo dahil sa inordinate delay.     “The Office does not subscribe to the plea of dismissal based on inordinate delay. Unless preventive suspension is ordered, the investigation or fact-finding does not disturb, interrupt or vex the would be respondent, such that he may cry foul and claim inordinate delay in the case build-up.”
