Pichay kinasuhan sa pagbibigay ng grant sa chess tournament

KINASUHAN ng Office of the Ombudsman si Surigao del Sur Rep. Prospero Pichay kaugnay ng pagbibigay nito ng grant sa isang chess tournament noong siya pa ang hepe ng  noong 2010.

Kasama ni Pichay sa kasong paglabag ng Anti-Graft and Corrupt Practices Act ang mga opisyal ng LWUA na sina Daniel Landingin, Emmanuel Malicdem at Wilfredo Feleo.

Si Pichay ay may dagdag na kasong paglabag sa Code of Conduct and Ethical Standards for Public Officials and Employees.

Ayon sa prosekusyon, nagbigay si Pichay ng P1.5 milyong pondo para sa “2nd Chairman Prospero Pichay Jr. Cup International Chess Championship” ng National Chess Federation of the Philippines.

Si Pichay, na pangulo ng NCFP, ang acting chairman ng LWUA Board of Trustees noon na bumoto sa 2010 Corporate Operating Budget ng LWUA kung saan nakasama ang P1.5 milyong grant para sa chess event.

Punto ng prosekusyon na hindi bahagi ng trabaho ng LWUA ang magbigay ng grant sa sports.

“The above acts by the accused public officials thus allowed the diversion of said public funds to NCFP’s control and benefit, when, in fact, said private organization was not entitled to the aforesaid sponsorship grant; rather, the aforesaid approval and release of the funds was intentionally done to favor Pichay, to the prejudice of the Filipino people and the Republic of the Philippines,” saad ng reklamo.

Bukod dito, si Pichay ay nahaharap din sa kasong graft kaugnay ng pagbili ng LWUA ng bangko na nagsara dahil sa pagkalugi.
