IPINALABAS ni Pangulong Aquino ang Proclamation number 1072 na nagdedeklara sa Nobyembre 18 hanggang Nobyembre 19 bilang special non working holiday sa Metro Manila bilang paghahanda sa nalalapit na Asia-Pacific Economic Conference Economic Leaders Meeting.
Sinabi ni Presidential Communication Operations Office (PCOO) head Secretary Herminio “Sonny” Coloma na pinirmahan ni Aquino ang Proclamation 1072 noong Hulyo 13.
Nakatakdang ganapin sa bansa ang taunang APEC na dinadaluhan ng 21 world leaders.
Samantala, pinalabas din ni Aquino ang Proclamation number 1071 na nagdedeklara sa Pebruary 25, 2016 bilang special non working holiday sa buong bansa bilang pagdiriwang ng ika-30 anibersaryo ng Edsa People Power 1.
