Mataas na online exploitation cases ikinabahala ng solon

NANAWAGAN si House Deputy Speaker at 1PACMAN Rep. Mikee Romero sa Kongreso na aprubahan agad ang mga panukala na makatutulong upang masawata ang pagtaas ng bilang ng online sexual exploitation ng mga bata.

Ayon kay Romero nang ipatupad ang enhanced community quarantine noong Marso tumaas ng 264 porsyento ang kaso ng online sexual exploitation of children (OSEC) batay sa datos ng Department of Justice.

“Data from the National Center for Missing and Exploited Children (NCMEC), the DOJs Office of Cybercrime on May 25, said that a total of 279,166 cases of internet-related sexual exploitation of children have been reported starting March 2020,” ani Romero.

Inihain ni Romero ang OCES Act of 2020 (House Bill 6923) kung saan magtatayo ng Inter-Agency Council on Online Sexual Exploitation Against Children (IA-OSEC) at parusa sa mga lalabag.

Ang IA-OSEC ay bubuuhin ng Department of Social Welfare and Development, Council for the Welfare of Children, Department of Justice, Philippine National Police, Department of Education at National Bureau of Investigation.

Ang inter-agency ang gagawa ng mga programa at proyekto upang mapigilan ang OSEC.

“There is urgency in the passage of this measure.  We have to quickly prevent, respond and end online sexual exploitation of children,” saad ni Romero.

Sa panukala ay binibigyan din ng kapangyarihan ang barangay at korte upang maglabas ng protection order para mapigilan ang pang-aabuso sa isang bata.

Upang maproteksyunan ang karapatan ng biktima, ito ay bibigyan ng legal counsel at suporta ng DSWD at lokal na pamahalaan.

Para sa mga pagkakasala na hindi saklaw ng Revised Penal Code at iba pang special law gaya ng Cybercrime law, ang parusa ay hindi bababa sa tatlong taong pagkakakulong at multa na hindi bababa sa P500,000.
