Contractor ng Smokey Mountain binayaran ng sobra?–COA

KINUWESTYON ng Commission on Audit ang dokumento kaugnay ng pagbabayad ng National Housing Authority sa  R-II Builders, Inc. (RBI), ang contractor ng binuwag na Smokey Mountain Development and Reclamation Project (SMRDP).

Sa Audit Observation Memorandum, sinabi ng COA na mayroong pagkakaiba ang inaprubahang compromised agreement ng korte na bayaran ng NHA ng P1.12 bilyon at limang hektaryang lupa sa Vitas, Tondo ang RBI, at ang mga dokumento na ipinadala nito sa tanggapan ni Sen. Juan Miguel Zubiri.

Sa dokumento na ipinadala ng NHA kay Zubiri sinabi nito na sumobra ng P301.7 milyon ang ibinayad nito sa RBI na pagmamay-ari ng negosyanteng si Reghis Romero.

“While records disclose that NHA has not paid to RBI the court approved amount under the Compromise Agreement, the Management [NHA], as of to date, has not submitted to the Auditor the riposte or a copy of the comments, if any, of the OGCC [Office of the Government Corporate Counsel] to the AQM [Audit Query Memorandum] as well as the requested documents. As a consequence, evaluation of the validity of the transactions could not be had,” saad ng Audit Observation Memorandum nina COA auditors Liza dela Cruz at Radito Ching.

Iginiit ng COA na mahalaga na maisumite sa kanila ang mga hinihinging dokumento gaya ng November 21, 2018 Compromise Agreement sa pagitan ng NHA at RBI kaugnay ng SMDRP na taliwas umano sa freedom of information policy ng gobyerno.

Noong 2018, sumulat ang OGGG sa NHA dahil sa pagkakaiba umano ng komputasyon ng accounting department nito at ng hinihinging bayad ng RBI. Ayon sa accounting department ng NHA lumagpas na ng P300 milyon ang naibayad nito sa RBI.
