Goma kay Panelo: Hindi po ako natataranta, sumusunod lang kami sa DILG

SINAGOT ni Ormoc City Mayor  Richard Gomez ang pahayag nina Chief Presidential Counsel Salvador Panelo at DILG Sec. Eduardo Año tungkol sa pagkontra umano niya sa pagpapauwi ng libu-libong overseas Filipino workers sa mga probinsya.

Sa kanyang official Facebook page, isa-isang nilinaw ng aktor-politiko ang mga issue tungkol dito. Aniya, ginagawa nila ang lahat para magtagumpay ang Leyte sa paglaban sa COVID-19 crisis kaya huwag masamain ang ginagawa nilang paghihigpit at pag-iingat.

Narito ang mahabang paliwanag ni Goma sa kontrobersyal na issue ng “balik-probinsya” program ng mga OFW.

“I was watching the interview of Sec. Panelo and reading the interview of Sec. Año about the confusion that happened in Leyte and Ormoc.

“Una, wala pong problema sa pagtanggap sa mga repatriates, locally stranded individuals and OFW’s. Tama po kayo na handa kaming tumanggap ng returnees at inaasikaso namin sila sa abot ng aming makakaya.

“At sa gitna ng aming pagtanggap sa mga returneees, iniingatan namin na hindi rin dapat malagay sa piligro yung 250,000+ na residents ng Ormoc City.

“To be clear: Returnees have a constitutional right to come home but health protocols are in place because public health must be upheld and safeguarded even, and especially, as we do that.

“Meaning, there are ways to satisfy both if everyone is in sync and protocols are set in place and observed,” simulang pahayag ng aktor.

Pagpapatuloy niya, “Sabi ni Sec. Panelo na natataranta daw ako. Hindi po ako natataranta tulad po ng sinasabi ninyo.

“Sumusunod lang po kami sa naunang utos ng DILG mismo sa briefing na ginawa nila sa LGU last Thursday, May 21, na 3 days prior to arrival of repatriates ay dapat may coordination from their LGU of origin and notice from the national agencies para ang ito ay mapaghandaan nang maayos.

“Ang nangyari, a few hours later, I received a text na ang mga galing sa Manila ay nasa Palo, Leyte na at hinahanap ang magsusundo sa mga nag-Balik Probinsya.

“May 25, 830am, holiday.

“I received a text message from OWWA saying that 3 planes with OFW’s from Manila will arrive on the same day. Hindi rin nila masabi kung ilan dun yung papuntang Ormoc.

“Hindi po kasi alam ng lahat na kaya kami humihingi ng coordination; dahil ang Palo, Leyte and Tacloban airport, kung saan nagdatingan yung mga repatriates, locally stranded individuals at OFW’s ay napakalayo sa Ormoc City. Mahigit sa dalawang oras at kalahati ang byahe.

“At lalong hindi rin naman alam ng mga OFW na di nasabihan at di nakapag-coordinate ang national agencies sa LGU sa pagdating nila kaya hindi sila naasikaso sa airport o bus station.

“Nagmumura at nagrereklamo sa social media na di raw pinahalagahan ang mga karapatan nila, pinabayaan daw sila, at kung anu-ano pang masasakit na pananalita ang naka-post against sa akin at sa Ormoc City Government.

“Kailangan namin malaman, sana, in advance para tama yung laki ng sasakyan na magsusundo, may mga medical team na nakahanda, etc.

“Hindi kasi yung OFWs lang ang nag-uuwian; may balik-probinsya program din, at may mga biglang nasa border na, na gusto rin pumasok — ibig sabihin, kung 300 yung capacity ng quarantine area, hindi po ibig sabihin, all 300 are reserved for OFWs alone.

“May mga ibang na-process na at nauna, na dun na rin pupwesto for isolation in that designated quarantine area.

“The point being, we are honest enough to disclose kung ilan lang yung capacity namin, and we will not pretend to be heroes by accommodating more than that at any given time. Because the system cannot collapse. It will be disastrous,” esplika ni Goma.

Tungkol naman sa naging usapan nila ni Año: “May 26, Tuesday, 1130 pm. I received a call from Sec. Año and he admitted to me that there truly was some miscommunication. And I said, “It’s ok, Sec., let’s work on what we have now and let’s make sure this program will be successful. Magtulungan po tayo.

“He explained that the President wanted to waste no time and kaagad pinauwi ang mga OFWs. In short, ang naging problema is di na na-cascade sa LGUs na wala na yung 3 days protocols for coordination at dapat pagdating sa province ng mga tao, dapat tanggapin na agad.

“So sabi ko, sige let’s work on it na and do our best to make this program successful. Susunod kami sa utos ng Pangulo because we are the soldiers on the ground.

“Wag niyo po masamain pag humihingi kami ng coordination sa inyo. Hindi po kami kalaban. On both occasions ng pagdating ng mga repatriates, I called our DILG8 regional director to ask kung ano’ng nangyari at bakit walang nakakaalam na merong parating.

“On both occasions, he said he has no idea as well. We ask for coordination not to give anyone a hard time but to make the process smooth for everyone.

“I want the Balik Probinsya program, the LSI program, and the OFW program to succeed and we in the LGU are partners of the national government. If this fails we fail, too.

“Hindi po kami nagmamarunong at hindi po ito contest ng pagalingan. Trabaho Lang po. Kung nananatili kaming covid negative, it is not for personal glory, because at the core of every effort we put out, there is the commitment to protect and save lives of our people. Yun lang ho yung goal.

“And it is a daily and consistent commitment from different sectors and the cooperation of everyone in the community to keep it that way.

“May mga umuuwi rin na hindi dumaan sa testing at quarantine. We cannot assume at this point in time that they are negative, we have to be very sure kung ano na ang mga procedures na nagawa na ng mga uuwi at babalik sa probinsya.

“Case in point: Meron na ngayon 2 na positive sa Covid 19 sa Leyte — ang isa sa Baybay City and isa sa Tanauan town. Dumating sila na walang testing at ngayon nandito na sa probinsiya. As per established protocols, we are all doing contact tracing.

“Pagdating nila sa Leyte, may mga nagmumura at nagrereklamo kung bakit sila kailangan mailagay sa quarantine. Hindi ko rin nilalahat, pero may mga OFW na nagsasabing galing sila sa hotel at their point of embarcation and dapat parang hotel din accommodations nila pagbalik nila sa probinsya.

“Paalala at pakiusap po: hindi ito bakasyon. Nasa gitna tayo ng pandemic. May digmaan laban sa covid-19. Wala po sa capacity ng LGU na 5-star ang quarantine accommodations.

“Pasensya na, pero magmura man kayo, o magreklamo, kailangan niyo talaga ma-isolate or ma-quarantine. Hinanda naman namin nang maayos yung quarantine area. And I cannot/will not in conscience endanger the lives of so many just for a few who feel inconvenienced. We must do what we can to keep each other safe. Buhay ang pinag-uusapan dito.
