Mandatory immunization sa mga bata kailangang ituloy

SA gitna ng pangamba na dulot ng coronavirus disease 2019, itinulak ni House committee on health chairman Angelina Tan ang pagpapatuloy ng mandatory immunization sa mga bata para malabanan ang mga sakit na mayroon nang gamot.

Ayon kay Tan bagamat kailangang tutukan ang COVID-19, hindi dapat pabayaan ng Department of Health (DoH) ang ibang programa nito kaugnay ng paglaban sa sakit.

“We are pushing for the creation of the NITAG, a national immunization advisory board, and we are trying to adopt a school-based immunization program that will benefit our students,” ani Tan.

At upang hindi masayang ang limitadong pondo ng gobyerno, sinabi ni Tan na dapat magsagawa ng competitive bidding sa pagbili ng bakunang gagamitin at maiwasan ang pagbibigay ng pabor sa piling manufacturer ng gamot.

Noong nakaraang taon ay sinuspendi ng DoH ang bidding ng pneumococcal conjugate vaccines (PCVs) dahil sa reklamo na mayroon umanong pinapaborang manufacturer dito.

Nagkakahalaga ng P4.9 bilyon ang budget ng DoH para sa PCV.

Ayon kay Health Undersecretary Dr. Ma. Rosario Vergeire mayroong bagong ebidensya na kailangang tignan bago ituloy ang bidding.

“Nung lumabas ang bagong ebidensiya na sinubmit sa atin, ang desisyon namin ay ipasok muna sa Health Technology Assessment Center (HTAC). HTAC is reviewing the procurement, which is really the right process. Ngayon po hindi pa lumalabas ang recommendation ng HTAC,” ani Vergeire.

Tiniyak naman ni Vergerie na matutuloy ang immunization program.

Sinabi ng World Health Organization na ang PCV10 at PCV13 ay parehong epektibo sa paglaban sa pneumococcal diseases sa mga bata.

Kinumpirma naman ito ni Dr. Lulu Bravo, epidemiologist at professor ng Pediatric Infectious and Tropical Diseases ng College of Medicine-UP Manila.

“According to the WHO, when it comes to pneumococcal vaccination for children, both PCV10 and PCV13 are just as good. The important thing is cost-effectiveness,” ani Bravo. “We should follow what the WHO says, being experts in their field.”

Sinabi ni Vergerie na hinihintay nito ang report ng HTAC upang matukoy kung alin ang cost-effective.

“Both vaccines exist. If the health assessment proves that both PCV10 and PCV13 have the same effects, then we need to go through a procurement process that’s open and competitive so the government can save on costs,” saad naman ni Tan.

Inihain naman ni Ako Padayon Rep. Adriano Ebcas ang House Resolution 906 upang suportahan ang DoH sa pagpapatuloy ng immunization program nito upang maiwasan ang pagdami ng mga bata na namamatay sa mga sakit na mayroon namang gamot.

“An open, fair, competitive public procurement of NIP vaccines provide the Filipino people the broadest possible options for affordable, quality, and registered vaccines, allowing for potential significant savings to the government while at the same promoting strong public governance,” ani Ebcas.
