Walang bagong buwis, aayusin lang ang pangongolekta
TALIWAS sa iniisip ng iba, wala umanong bagong buwis sa panukalang inihain ni House committee on ways and means chairman at Albay Rep. Joey Salceda sa kundi layunin lamang nito na ayusin ang pangongolekta.
“House Bill. No 6765 does its best to be as fair as possible, imposing no new taxes but simply making tax administration more effective so that leakages in the taxable economy are plugged. Our hope is that as we tried to be fair with the provisions of the bill, it will also be fairly read by those who weigh in on the bill in public,” ani Salceda.
Sa isang social media post, dapat umanong maghanda na ang mga restaurant dahil sa posibilidad na madagdagan ang kanilang binabayarang buwis sa ilalim ng House bill 6765.
“A fair reading of the bill would have simply led one to conclude that the provision making network orchestrators such as Grab and Angkas withholding agents apply to the income taxes of their partners – the drivers, who already file their tax returns anyway, as self-employed individuals. No one will pay more than what they already ought to pay in the proposal.”
May buwis na umano ang binibiling pagkain sa mga restaurant at walang pagtataas dito. Ang magiging bago lamang ay ang paraan ng pagkolekta ng buwis mula sa delivery drivers.
“How Grabfood and other similar services work is that the driver buys food from the restaurant, where VAT is already imposed, and then the driver gets essentially reimbursed by the consumer, on top of a delivery fee. At no point does my proposal impose an additional tax or additional compliance requirements. No one will pay anything more than they ought to pay under my proposal.”
“If anything, only Grab the company will have new responsibilities here – shouldering the tax compliance costs of their drivers, who under the current system, file their own income taxes. They no longer have to worry about it. And thankfully, Grab was the first company to express support for my proposal. I believe they did because it streamlines the tax compliance mechanisms for their drivers, making sure that no one gets in trouble with the law for missing a filing deadline or filing the wrong form unintentionally.”
