PhilHealth premium ng OFWs dapat tapyasan–Salceda

SA halip na dagdagan, dapat ay bawasan umano ang premium na binabayaran ng mga overseas Filipino workers sa Philippine Health Insurance Corp.

“In recognition of the unique health risks they take and their uniquely reduced PhilHealth utilization rate – by the obvious fact that they’re not here,” ani Albay Rep. Joey Salceda.

Sinabi ni Salceda na dapat ay hindi patawan ng interest at surcharge ang kontribusyon ng mga OFW sa PhilHealth.

“(We should) treat OFWs as a special sector with preferential premiums in recognition of the social costs of the nature of their employment, their unique economic contribution and, in the most practical sense, their reduced utilization of the program,” dagdag pa ng chairman ng House committee on ways and means.

Sa pagtataya ni Salceda, aabot sa P24.75 bilyon ang sisingiling premium sa mga OFW noong 2019. Kasing laki umano ito ng ibinayad ng PhilHealth sa mga na-ospital mula sa formal sector noong 2018.

“It’s obvious that we will need to adjust to balance the equity,” aniya.

Sa ilalim ng panukala ni Salceda, ang P28.3 bilyong premium na babayaran ng mga OFW ay bababa sa P8.6 porsyento.

“That would still make them net contributors, because they would comprise under 20% of the total universe of potential claimants in the formal sector, but it’s a good start,” dagdag ng solon.

Sa panukala lilimitahan sa P300 buwanang premium ang babayaran ng OFW ngayong taon, P375 sa 2021 at P450 sa 2022.

Sa kasalukuyan ay sinisingil ang mga OFW ng 2.75 porsyento ng kanilang suweldo. Itataas ito ng dahan-dahan hanggang sa maging 5 porsyento sa 2025.
