Balik probinsya kayang gawin ng gobyerno–Salceda

MAY magagawa umano ang gobyerno upang ma-enganyo ang mga tao na manatili o bumalik sa kanilang probinsya, ayon kay House committee on ways and means chairman at Albay Rep. Joey Salceda.

“There are three things that will encourage people to stay in the provinces, or move to the provinces: mobility, opportunity, and quality of life,” ani Salceda.

Mayroon na umanong mga hakbang na ginagawa ang Kongreso pabor sa pagpapa-unlad ng mga kanayunan gaya ng Comprehensive Income Tax and Incentives Reform Act.

“While NCR (National Capital Region) projects get 3 years of ITH (Income Tax Holiday) and 2 years enhanced deductions, adjacent provinces get 4 years of ITH and 3 years of enhanced deductions. Even better, areas outside these regions get 6 years of ITH and 4 years of enhanced deductions,” ani Salceda.

Ang mga negosyo umano na umaalis sa National Capital Region at mga karatig lugar na lumilipat sa mga lugar na bumabangon mula sa armed conflict o kalamidad ay binibigyan ng dagdag na dalawang taong ITH at isang taong enhanced deduction.

“In other words, you could get up to 9 more years of incentives for the additional conditions which are biased towards the provinces.”

Para mahikayat umano ang mga investor na magnegosyo sa mga probinsya dapat mag-invest dito ang gobyerno gaya ng paglalagay ng technical skills at magandang public education at madaling kukuhanan ng kapital at modernong agrikultura.

Dapat umanong ayusin ang ugnayan ng urban at rural areas gaya ng paglalagay ng maayos na transport network at maayos na internet connectivity.

“In other words, we need to sustain our investment in Build, Build, Build and make our telecommunications sector more geographically inclusive,” dagdag pa ni Salceda. “In other words, we need to adopt a “build it and they will come” approach to Balik Probinsya. We need to address what motivates people to move or stay in one location or another.”
