MULING nanawagan si Sen. Grace Poe sa Kongreso na ipasa ang panukalang batas na nagbibigay ng emergency power kay Pangulong Duterte para masolusyunan ang krisis sa trapik sa Metro Manila.
“There is a need to grant extraordinary powers, because current laws do not adequately provide for the means to expeditiously and effectively solve this traffic and congestion crisis. Some laws even create roadblocks to acting promptly,” sabi ni Poe, na siyang chairman ng Senate committee on public services.
Ito’y sa harap naman ng pinakahuling pag-aaral ng Japan International Cooperation Agency (Jica) kung saan sinabi nito na umabot na sa P3.5 bilyon ang nawawala sa ekonomiya kada araw dahil sa trapik sa Kalakhang Maynila.
Kasabay nito, nanawagan si Poe kay Duterte na sertipikahan ang panukalang batas bilang urgent, kagaya ng kanyang ginawa sa tax reform law.
“As we have witnessed, because of the President’s influence and popularity, the bills he explicitly mentioned to prioritize like the TRAIN (tax reform law), can hurdle Congress rather quickly. Despite this, the emergency powers bill is in its advanced stage of discussion in the Senate plenary. What is perhaps needed to expedite it through the last mile of approval is presidential certification of urgency,” ayon pa kay Poe.
Iginiit naman ni Poe na para masolusyunan ang krisis sa trapik, kailangang ng maayos na mass transit system, magtayo ng mga alternatibong daanan at tulay. at ang pagde-decongest sa Metro Manila.
“We are in a war against traffic; but if the people who will receive such emergency powers will categorically say that the powers are an ammunition they no longer need, then the onus of solving it falls solely and squarely on them,” sabi pa ni Poe. Inquirer.net
