IPINASA ng Kamara sa ikatlo’t huling pagbasa ang Magna Carta of the Poor, na magbibigay ng “right to food, right to employment and livelihood, right to quality education, right to shelter and right to basic health and services and medicine” Klap! Klap! Klap! Ayon kay Deputy Speaker Raul del Mar (first district, Cebu City), layunin ng batas na tulungan ang mahihirap. “The intent of the bill can be realized by strengthening the existing pro-poor programs of the different agencies of government, specifically through significant increase in the annual budget of said programs,” ani Del Mar. Teka, teka, teka. Pinag-isipan bang mabuti ang panukalang batas na ito, o ipinasa ito para masabing may pagkalingan ang administrasyon sa mahihirap? Tinanong ba ng mga mambabatas ang middle class at mayayaman, sa pamamagitan ng public consultation, bago binalangkas o ipinasa ang batas na ito? Ito ang batas na kinatatakutan ni John F. Kennedy. Mistulang itinanong ng mahihirap kung ano ang ibibigay ng gobyerno sa kanila, hindi kung ano ang maitutulong nila sa gobyerno. Tutulungan ba ng gobyerno, na ang tutustos ay mga taxpayers din, ang tamad, ang ayaw mag-aral, ang sugarol, ang mga tsismosa sa maghapong umpukan, ang mga pugon ng sigarilyo ang bunganga at balde ng alak ang tiyan?
