Misuari kakasuhan sa maanomalyang educational material purchase

     nur misuari Sasampahan ng kasong kriminal ng Office of the Ombudsman si Moro National Liberation Front leader Nur Misuari, dating gubernador ng Autonomous Region in Muslim Mindanao kaugnay ng maanomalya umanong pagbili ng P137.5 milyong educational material mula 2000 hanggang 2001.      Inaprubahan ni Ombudsman Conchita Carpio Morales ang pagsasampa ng tatlong kaso ng paglabag sa Anti-Graft and Corrupt Practices Act at tatlong kaso ng Malversation laban kay Misuari sa Sandiganbayan.      Kasama sa kakasuhan sina dating Department of Education ARMM executives Director Leovigilda Cinches, Supply Officer Sittie Aisa Usman, Accountant Alladin Usi, Chief Accountant Pangalian Maniri, Education Program Specialist Bai Sherilyn Mustapha, COA Auditor Nader Macagaan, Lolita Sambeli ng White Orchids, Cristeta Ramirez ng CPR Publishing, Mario Barria ng Esteem Enterprises at Ma. Lourdes Mendoza ng Dunong Publishing.      Hindi na sasampahan ng kaso si dating Usec. Abdurajul Alpha at Regional Secretary Mahid Mutilan na pumanaw na.      Ang kaso ay nag-ugat sa ulat ng Commission on Audit kaugnay ng pagbili ng P137.5 milyong education materials sa limang supplier ng hindi dumaraan ng public bidding.      Ang mga supplier ay ang White Orchids Printing and Publishing House (P37.9 milyon), CPR Publishing House of Caloocan City (P46.2 milyon), Esteem Enterprises of Quezon City (P12 milyon), Dunong Publishing of Parañaque City (P21.9 milyon), at  MBJ Learning Tools of Caloocan City (P19.2 milyon).     Bukod sa kawalan ng public bidding, wala rin umanong petsa at numero ang mga procurement documents, walang kontrata, inventory at distribution list. Minadali rin umano ang pagbili at hindi kinompleto ng mga supplier ang eligibility requirement nito.     “The Office finds probable cause that Misuari [and respondents] conspired with one another while discharging their official functions, [acting] with manifest partiality, evident bad faith or gross inexcusable negligence when they conspired to rig the procurement.” 30
