NAGING ganap na bagyo na ang sama ng panahon na nasa labas ng Philippine Area of Responsibility (PAR), ayon sa state weather bureau.
Tatawagin ang bagyo na Helen, sakaling opisyal na itong pumasok sa PAR, na may lakas na hangin na 65 kilometers per hour (kph) malapit sa gitna at pagbugso na aabot sa 80 kph, dagdag ng Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).
Huling namataan ang bagyo sa layong 1,975 kilometro sa silangan ng Central Luzon at kumikilos pa kanluran hilagang kanluran sa bilis na 25 kph.
