SASAMPAHAN ng kasong graft ng Office of the Ombudsman si dating Local Water Utilities Administration (LWUA) acting chairman Prospero Pichay Jr. at tatlong iba pa kaugnay ng paggamit umano ng pondo ng gobyerno para sa isang chess tournament.
Kasama sa kasong isasampa sa Sandiganbayan sina dating LWUA deputy acting administrator Wilfredo Feleo, dating senior deputy administrator Emmanuel Malicdem at dating administrator Daniel Landingin.
Sumulat umano ang National Chess Federation of the Philippines (NCFP) sa LWUA upang humingi ng sponsorship para sa 2nd Chairman Prospero Pichay Jr. Cup Chess Championship. Si Pichay ang chairman ng NCFP.
Inaprubahan umano ng mga akusado ang pagpapalabas ng P1.5 milyong pondo ng LWUA para sa kompetisyon.
Sinabi ng Ombudsman na labis ang pondong ito dahil mas mataas ito sa alokasyon na inilaang gastusin ng LWUA para sa mga sporting events.
Ipinunto rin ng Ombudsman na hindi bahagi ng mandato ng LWUA ang mag-sponsor ng sporting events.
