19 opisyal ng PNP sibak sa rubber boat scam

SINIBAK ng Office of the Ombudsman sa pagiging pulis ang 19 na opisyal ng Philippine National Police kaugnay ng kasong administratibo na kanilang kinakaharap kaugnay ng maanomalya umanong pagbili ng rubber boat noong 2009. Guilty sa kasong grave misconduct sina Senior Supt. Asher Dolina, Senior Supt. Ferdinand Yuzon, Senior Supt. Cornelio Salinas,  Senior Supt. Thomas Abellar, Senior Supt. Nepomuceno Magno Corpus, Jr., Senior Supt. Rico Payonga, Chief Supt. Reynaldo Rafal, Chief Supt. Rizaldo Tungala Jr., Senior Supt. Alex Sarmiento, Senior Supt. Aleto Jeremy Mirasol, Supt. Michael Amor Filart, PO3 Avensuel Dy, Supt. Job Marasigan, Supt. Leodegario Visaya, Chief Insp. Juanito Estrebor at Chief Insp. Renelfa Saculles. Nasibak naman si Supt. Henry Duque at PNP Accounting Division Chief Antonio Retrato sa kasong grave misconduct at gross neglect of duty, samantalang si Chief Supt. George Piano at COA Auditor for the PNP Jaime Sañares sa kasong gross neglect of duty. Pinagbabawalan na rin ang mga ito na humawak ng posisyon sa gobyerno at hindi na nila makukuha ang kanilang retirement benefits. Sila ay sasampahan din ng kasong paglabag sa anti-graft and corrupt practices act sa Sandiganbayan kasama sina Roselle Ferrer at Pacita Umali ng Four Petals Trading na siyang supplier ng rubber boats. May dagdag naman na kasong falsification of public documents sina Piano at Duque. Ipinag-utos ng PNP National Headquarters ang pagbili ng 20 rubber boats sa halagang P5 milyon noong 2009. Pero itinaas umano ang presyo sa P312,000 mula sa P250,000 kaya ang mabibili na lamang sa pondo ay 16 piraso. Binayaran umano ang supplier noong Agosto 2010 kahit na depektibo ang mga ito gaya ng kawalan ng water temperature gauges, fuel gauges, engine oil pressure gauges at speedometers at iba pa. “The significant events leading to the procurement of 16 PCCs would not only reveal badges of irregularities but also of haste and preference to buy from FPT as the sole and only choice of supplier for coastal crafts,” saad ng desisyon na inaprubahan ni Ombudsman Conchita Carpio Morales.
