Helmet iparehistro para makakuha ng lisensya

IPINANUKALA sa Kamara de Representantes ang pagpaparehistro ng helmet bago makakuha ng lisensya para makapagmaneho ng motorsiklo.

Sa ilalim ng House bill 3703 ni Paranaque Rep. Eric Olivarez gagawin ng prerequisite o requirement ang pagpaparehistro ng helmet ng mga tao na kukuha o mag-re-renew ng lisensya.

“The bill shall specifically delve into motorcycle-related accidents considering that motorcycles is the most common type of vehicle, among many others, that get involved in road accidents,” ani Olivarez.

“People who own, drive and ride motorcycles is afforded safeguard by the different laws pertaining to motorcycles and motorcycle-related accidents.”

Ayon sa solon, 90 porsyento ng mga nagmamaneho ng motorsiklo sa Metro Manila ay sumusunod sa Helmet Law pero kabaliktaran ito sa labas ng Metro Manila kung saan 90 porsyento naman ang hindi sumusunod.

Sinabi niya na hindi bumibili ng helmet ang mga tao na nagmamaneho lamang ng motorsiklo sa labas ng Metro Manila kaya i-pinanukala niya ang House bill 3703.

“This bill addresses this key problem. by requiring the registration of helmets along with the motorcycle as prerequisite to obtaining a license to drive the same, motorcyclists are compelled to purchase at least one helmet lest the Land Transportation Office will not grant them their license.”

Paliwanag ni Olivarez ang logical psyche sa kanyang ideya, kung ginastusan na ang helmet, mas makabubuting gamitin na rin ito.

Ang mga irerehistrong helmet ay tatatakan ng plaka ng motorsiklo upang hindi maaaring ipasa o ipagamit sa ibang magpaparehistro ng motorsiklo.

Ang mga magmamaneho ng motorsiklo na walang ipinarehistrong helmet ay magmumulta ng P5,000 para sa unang pagkahuli, P10,000 sa ikalawa at P15,000 sa susunod.

Maaaring hulihin ang isang motorista kahit siya ay nakasuot ng helmet kung hindi tugma ang nakasulat na plaka rito sa kanyang minamanehong motorsiklo.

Kung madalas na mayroong backride, maaaring magparehistro ng isa pang helmet ang may-ari ng motorsiklo. “This could likewise very well forestall the perpetrations of riding in tandem miscreants considering that the helmets to be used by motorcycle riders must correspond to the registration of their vehicles,” ani Olivarez.
