ISINIWALAT kahapon ni Budget Secretary Florencio Abad na handa siyang magbitiw sa puwesto, subalit natutuwa siya na pinigilan siya ni Pangulong Aquino.
Kaya hirit niya: “I have thus chosen to defer to his better judgment and stay.” Idinagdag ni Abad, sa isang kalatas, na ang kanyang planong pagbibitiw sa puwesto ay pagpapakita na inaako niya ang lahat ng sisi sa kanyang papel sa paglikha ng Disbursement Acceleration Program (DAP).
Subalit nang tanungin kung bakit hindi “irrevocable” ang kanyang pagbibitiw, umiwas si Abad at sinabing wala nang silbi na pag-usapan pa ang isyu.
Giit niya na sa ginawang pagharang ni Aquino sa kanyang pagbibitiw ay malinaw na walang mali sa DAP. Ganito rin ang reaksyon ng Malacañang sa mga puna ng publiko hinggil sa pagtanggi ng pangulo na bumaba sa kanyang pwesto si Abad.
“The President has decided Secretary Abad’s fate, and persistent calls for the Secretary to tender an irrevocable resignation have become irrelevant,” ani Undersecretary Abigail Valte.
Idinagdag niya na si Abad lamang ang makasasagot sa tanong na kung bakit hindi irrevocable ang resignation nito. “But at this point, the President has made a decision.
We would be just kicking the can around if we still discuss why the resignation wasn’t revocable or irrevocable,’’ hirit pa ng opisyal. Matatandaan na sa pagsisimula ng Cabinet budget presentation sa TV kamakalawa ng umaga ay isiniwalat ni Aquino na nagsumite ng kanyang resignation letter si Abad subalit hindi niya ito tinanggap.
“Secretary Abad gave me a letter tendering his resignation from the Cabinet. I have considered the same and I have decided not to accept the resignation,” giit niya
“Let me explain why. The notion in the current atmosphere is DAP was bad for our people. Even our most vociferous critics grant the DAP has benefited our people,” aniya pa.
“To accept his resignation is to assign to him a wrong. And I can’t accept the notion that doing right by our people is a wrong,” dagdag niya.
Matatandaang bumuhos ang panawagan na magbitiw sa puwesto si Abad bunsod ng deklarasyon ng Korte Suprema na unconstitutional ang ilang bahagi ng DAP. Inireklamo rin ito ng plunder at graft sa Ombudsman.
