Automatic moratorium sa pagbabayad ng utility bills sa panahon ng public health emergency ipinanukala

UPANG hindi na kailanganin pa ng aksyon ng gobyerno, ipinanukala ng isang solon ang paggawa ng batas para sa automatic moratorium sa pagbabayad ng utility bills sa panahon ng public health emergency.

Inihain ni Rizal Rep. Fidel Nograles ang Utility Bills Moratorium Law (House Bill 6960) upang hindi muna maningil ang kuryente, tubig, internet at telepono sa panahon ng pagpapatupad ng enhanced community quarantine (ECQ).

“We do not wish for another public health emergency to happen, but we must be realistic in expecting that the next epidemic is right around the corner. Right now, even as we are still grappling with the pandemic, we already have to cover the bases so we won’t be blindsided when the next public health crisis hits,” ani Nograles.

Bukod sa hindi muna pagbabayad, ang mga may hawak ng public utility franchise at service providers ay pagbabawalan na putulan ng serbisyo ang kanilang kustomer kaagad pagkatapos ng ECQ.

Papayagan naman ang mga kustomer na magbayad kahit may ECQ kung kanilang nanaisin.

Dahil maiipon ang bayarin, otomatiko rin itong hahatiin sa tatlong buwan.

“This bill is in response to the challenges encountered by our fellow Filipinos during the ECQ. Due to a confluence of factors such as limited mobility and disrupted cash flows, many people have been unable to pay their bills,” saad ng solon. “Marami ang dumaing na hindi makatarungan na maputulan sila ng kritikal na serbisyo dahil sa bagay na wala sa kontrol nila.”

Kung lalagpas ng tatlong buwan ang quarantine, magbibigay ng subsidy ang gobyerno sa mga public utility companies at ang halaga ay depende sa magiging kalkulasyon ng regulatory agency.
