Mga lokal na opisyal inireklamo ang ‘quota system’ sa P5K-P8K cash aid

INIREKLAMO ng maraming lokal na pamahalaan ang “quota system” sa pamamahagi ng social amelioration funds na inalaan para sa mga apektado ng lockdown sa bansa bilang kampanya para mapigilan ang pagkalat ng coronavirus disease (COVID-19).

Sa ilalim ng quota system, bibigyan lamang ng partikular na pondo ang bawat munisipalidad o lungsod mula sa P200 bilyon Social Amelioration Program (SAP) fund na base sa datos ng Department of Finance mula sa 2015 census, ayon sa reklamo ng mga opisyal sa social media.

Idinagdag ng mga opisyal na mas maliit ito kumpara sa dami ng mga benepisyaryo na pasok sa cash assistance.

Binatikos ito si Sen. Sherwin Gatchalian, na dating mayor at representative ng Valenzuela, sa kanyang Twitter account.

“In our 2015 census, Valenzuela has 155,00 families. I just learned that DSWD (Department of Social Welfare and Development) will give the P8,000 to only 95,000 families in Valenzuela. What will happen to the remaining 60,000 families? What are the qualifications to be included in the 95,000 quota?” sabi ni Gatchalian.

“The system would surely anger residents, who would be forced to leave their homes to complain, rendering the community quarantine useless. The barangay and local government officials will then be blamed for this,” dagdag p ng senador.

Ayon naman kay Malabon Mayor Len Len Oreta binigyan lamang ang lungsod ng 44,032 benepisyaryo malayo sa 86,000 pamilya sa lungsod.

“COVID-19 spares no one, rich or poor. Every family deserves aid from the government in these extraordinary times. No one should be left behind,” sabi ni Orera.

Naglabas din ang Muntinlupa City ng isang memo mula sa DSWD kung saan naglaan ng P430.6 milyon para sa 53,636 households.

Nakatanggap naman ang Parañaque bg 77,764 quota kumpara sa 160,000 households.

Nakakuha naman ang Maynila ng 185,000 quota kumpara sa 435,237 households at Cainta, Rizal, 37,145 kumpara sa 71,463 households.

Sa kanyang, Facebook account, sinabi ni Mayor Andeng Ynares, ng Antipolo, na binigyan lamang ng mga limitadong bilang ng bar-coded forms para social amelioration cards na siyang gagamitin para makuha ang cash assistance.

“We decided to appeal to the DSWD to give us more so that more of our constituents would benefit and this is because our understanding that, according to our beloved President … all families should be given [aid],” sabi pa ni Ynares.
