Buwis sa paputok, imbes na ban

IPINANUKALA ng isang solon ang pagpapataw ng 20 porsyentong buwis sa mga paputok sa halip na i-ban ito.

Naniniwala si Ako Bicol Rep. Alfredo Garbin na mababawasan ang bilang ng mga naaaksidente sa paputok kung ireregulate ng gobyerno ang presyo nito.

“To reduce the number of firecracker casualties, regulate the cost dangerous firecrackers, yet still allow for safe pyrotechnics for dazzling fireworks like what we saw in the 30th SEA Games, I have House Bill 1517 which provides for a 20 percent tax on fireworks and firecrackers,” ani Garbin.

Sa ilalim ng panukala, pipiliin ng gobyerno ang mga paputok na maaaring ibenta at ito ang papatawan ng buwis.

“This 20 percent excise tax is a calibrated measure to keep irresponsible people from getting their hands on dangerous firecrackers. HB 1517 is my input to other pending firecracker bills pending in Congress. Some of those other bills contain safety measures,” dagdag pa ng solon.

Sinabi ni Garbin na posibleng lumakas lamang ang black market ng paputok kung magpapatupad lamang ng ban ang gobyerno.

“It is much better that they be sold out in the open but under strict regulations and taxes,” saad pa ni Garbin. “Remember that public funds are spent whenever people are treated at government hospitals for firecracker injuries. The government should have some way to properly recover that cost and to conduct public campaigns on responsible use of firecrackers and fireworks.”

Nanawagan din si Garbin sa mga nasa industriya ng paputok na magbigay ng donasyon sa Department of Health para sa pagpapagamot sa mga masusugatan ng paputok.

“Instead of or in addition to the annual DOH media blitz on firecracker safety, the pyrotechnics industry can help government efforts to inform the public on how to avoid being casualties.”
