Persida Acosta galit na galit; nanawagan kay Duterte

NAGPUPUYOS sa galit si PAO Chief Atty. Persida Acosta sa paglilimita sa kanyang opisina from using its Forensic Laboratory Division plantilla personnel.

Nais ng PAO na hilingin kay President Rodrigo Duterte to VETO the GAA for 2020 with regard to the special provision inserted by the minority led by Cong. Edcel Lagman ang paglilimita sa PAO na gamitin ang Forensic Laboratory Division.

Naniniwala si Atty. Persida na may hidden agenda ang grupo ng ilang kongresista at senador sa pagpapalimita sa FLD na siyang ginagamit ng PAO sa pag-iimbestiga nila ng mga kaso ng mga mahihirap na biktima.

Dalawa ang inilahad na grounds ni Atty. Acosta kaya nagsampa sila ng panawagan kay Presidente Duterte. Una, unconstitutional daw ang pag-i-insert ng kautusan na pagli-limit sa PAO from using FLD. Na-violate raw nito ang Art. 3, Sec. 1 ng 1987 Constitution regarding due process clause. Pangalawa, contrary to law since it is against Section 9 of Anti-Torture Act (Republic Act 9745) na nagtatalaga sa kapangyarihan ng PAO to investigate torture cases.

Ang Dengvaxia ay kasama sa pharmacological torture and other homicidal cases of minors like Kian delos Santos, Carl Arnaiz and Kulot de Guzman where PNP police officers were sued by PAO through its Forensic Laboratory findings. Kung ang mga pulis at mga taga-NBI ang respondents, saan pa raw lalapit ang mga mahihirap na biktima para mag-avail ng forensic services, if there is a conflict of interest.

Pahayag naman ni Atty. Erwin P. Erfe, Designated Director ng PAO Forensic Laboratory, nag-recommend na sila ng Temporary Suspension of Forensic Activity pending on the decision of the President whether to veto or not the provisions in the GAA of 2020.

“Mahal na Pangulo kayo na po ang bahala kung ano ang nais ninyong maging kapalaran ng PAO Forensic Laboratory. Naniniwala po kami sa inyong liderato at sa inyong hangad na magkaroon ng hustisya ang mga mahihirap at mga biktima ng krimen,” mensahe pa ni Atty. Erwin.
