Bukod kay Noveras sinuspinde rin ng korte si provincial budget officer Paz Torregosa.
Ang kaso ay kaugnay ng pagbibigay umano ng advantage ng mga akusado sa RMCR Construction kaugnay ng pag-aayos sa Dimalang Bridge Approach ng Casiguran-Dilasag Road. Hindi umano dumaan sa public bidding ang paggawa sa proyekto.
Si Manding Claro Ramos ang tinukoy na private complainant bilang representante ng RMCR Construction.
Sinabi ng prosekusyon na idineklara na “almost completed” ang proyekto bago pa man matapos ang procurement process.
Ang Notice to Proceed ay ibinigay umano noong Agosto 15, 2017 pero idineklara na itong “100% completed” makaraan ang tatlong araw.
