Consultants ng Cavite sinita ng COA

PINAGPAPALIWANAG ng Commission on Audit ang Cavite provincial government sa pagkuha nito ng 24 consultant na binayaran ng P4.95 milyon noong 2018.

Nais malinawan ng COA kung ano ang ginawa ng mga consultant na dapat ay nagbibigay umano ng technical o professional expertise na hindi kayang ibigay ng mga regular na empleyado ng provincial government, alinsunod sa Government Procurement Reform Law at COA Memorandum No. 2005-027.

Nakasaad sa memorandum na dapat ay nakasaad ng malinaw ang trabaho at ang inaasahang outputs/deliverables, terms of reference at time frame sa kontrata ng consultant.

“Absence of clearly defined scopes of work, terms of reference, time frames, and expected outputs/deliverables …gives no assurance that their services were beyond the in-house capability of the Province…thus, the incurrence of P4,945,909.09 for consultancy services was not justified,” saad ng COA.

Kinuwestyon din ng COA ang paulit-ulit umanong pagkuha sa mga consultant na ito bagamat ang pinakamahabang kontrata ay isang taon lamang.

Pinadalhan ng COA ng kopya ng audit report ang tanggapan ni Gov. Jesus Crispin Remulla noong Mayo 31.

“The Chief Administrative Officer informed the audit team that they are now in the process of revising the standard consultancy contract of the province to conform with the audit recommendations,” saad ng COA.
